9- تشجِّع مشاركةَ جميع الدول الأعضاء في العمل التحضيري الذي تضطلع به اللجنة وتقديمَ المساعدة إلى أقل البلدان نموًّا في هذا الشأن، بغية العمل بنشاط على تحقيق أهداف الدورة الاستثنائية وغاياتها، وتدعو الدول الأعضاء وسائر الجهات المانحة إلى توفير موارد من خارج الميزانية لهذا الغرض؛
