We should recall at this point that, in its resolution on the Middle East, the 1995 Review and Extension Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) expressed its concern over the continued existence in the Middle East of unsafeguarded nuclear facilities and reaffirmed the importance of the early realization of universal adherence to the Treaty.
وينبغي أن نذكﱢر هنا بأن مؤتمر اﻷطراف في معاهدة عدم انتشار اﻷسلحة النووية لاستعراض المعاهدة وتمديدها - ١٩٩٥، أعرب في قراره المتعلق بالشرق اﻷوسط عن قلقه بشأن استمرار وجود منشآت نووية لا تخضع للضمانات في الشرق اﻷوسط، وأكﱠد مجددا أهمية التحقيق المبكر للانضمام العالمي الى المعاهدة.

8 - ويحثّ المؤتمر جميع الدول التي لم تصبح بعد أطرافاً في المعاهدة، أي إسرائيل وباكستان وكوبا والهند، على أن تنضم إلى المعاهدة بسرعة ودون شروط بوصفها دولاً غير حائزة للأسلحة النووية، وبخاصة الدول التي تشغل منشآت نووية لا تخضع للضمانات.

It is important to recall that the 2000 Review Conference urged all states not yet party to the Treaty " to accede to the Treaty as non-nuclear-weapon States, promptly and without condition, particularly those States that operate unsafeguarded nuclear facilities " .
ومن المهم أن التذكير بأن مؤتمر الاستعراض لعام 2000 قد حث جميع الدول التي لم تصبح بعد أطرافاً في المعاهدة " على أن تنضم إلى المعاهدة بسرعة ودون شروط، وبخاصة الدول التي تشغِّل منشآت نووية لا تخضع للضمانات " .
