3. States Parties shall carry out their obligations under this Convention in a manner consistent with the principles of sovereign equality and territorial integrity of States and that of non-intervention in the domestic affairs of other States.
٣ - على الدول اﻷطراف أن تنفذ التزاماتها بمقتضى هذه الاتفاقية على نحو يتفق مع مبدأي المساواة في السيادة والحرمة الاقليمية للدول ، ومع مبدأ عدم التدخل في الشؤون الداخلية للدول اﻷخرى .

2. In particular, governmental experts shall bear in mind article 4, paragraph 1, of the Convention, which states that States parties shall carry out their obligations under the Convention in a manner consistent with the principles of sovereign equality and territorial integrity of States and of non-intervention in the domestic affairs of other States.
2- يتعين على الخبراء الحكوميين، بوجه خاص، أن يضعوا في اعتبارهم الفقرة 1 من المادة 4 من الاتفاقية، التي تنص على أن تؤدِّي الدول الأطراف التزاماتها بمقتضى هذه الاتفاقية على نحو يتفق مع مبدأي المساواة في السيادة والسلامة الإقليمية للدول، ومع مبدأ عدم التدخّل في الشؤون الداخلية للدول الأخرى.

The mechanism was established also pursuant to article 4, paragraph 1, of the Convention, which states that States parties shall carry out their obligations under the Convention in a manner consistent with the principles of sovereign equality and territorial integrity of States and of non-intervention in the domestic affairs of other States.
وأُنشئت هذه الآلية أيضا عملا بالفقرة 1 من المادة 4 من الاتفاقية، التي تنص على أن تؤدِّي الدول الأطراف التزاماتها بمقتضى هذه الاتفاقية على نحو يتفق مع مبدأي المساواة في السيادة والسلامة الإقليمية للدول، ومع مبدأ عدم التدخّل في الشؤون الداخلية للدول الأخرى.

2. The mechanism is to be established in accordance with article 32, paragraphs 3 and 4, of the Convention and pursuant to article 4, paragraph 1, of the Convention, which states that States parties shall carry out their obligations under the Convention in a manner consistent with the principles of sovereign equality and territorial integrity of States and of non-intervention in the domestic affairs of other States.
2- وسوف تُنشأ الآلية وفقا للفقرتين 3 و4 من المادة 32 من الاتفاقية وعملا بالفقرة 1 من المادة 4 من الاتفاقية، التي تنص على أن تؤدِّي الدول الأطراف التزاماتها بمقتضى هذه الاتفاقية على نحو يتفق مع مبادئ المساواة في السيادة واحترام السلامة الإقليمية للدول وعدم التدخّل في الشؤون الداخلية للدول الأخرى.

In particular, the experts are requested to bear in mind article 4, paragraph 1, of the Convention, which states that States parties shall carry out their obligations under the Convention in a manner consistent with the principles of sovereign equality and territorial integrity of States and of non-intervention in the domestic affairs of other States.
2- مطلوب من الخبراء، بوجه خاص، أن يضعوا في اعتبارهم الفقرة 1 من المادة 4 من الاتفاقية، التي تنص على أن تؤدِّي الدول الأطراف التزاماتها بمقتضى هذه الاتفاقية على نحو يتفق مع مبدأي المساواة في السيادة والسلامة الإقليمية للدول، ومع مبدأ عدم التدخّل في الشؤون الداخلية للدول الأخرى.
