Since my name was not mentioned, I wonder whether this letter of Mr. Hun Sen also applies to me as a member of Parliament and a political leader.
ونظرا ﻷن إسمي لم يذكر فإني أتساءل عما إذا كانت رسالة السيد هن سن تنطبق علي أيضا بصفتي عضو برلمان وزعيما سياسيا.

My immunity as a member of Parliament has already been taken away from me illegally by Mr. Hun Sen.
وقد رفع السيد هن سن بشكل غير قانوني الحصانة البرلمانية عني بصفتي عضو برلمان.

I am of the view, after consulting my Legal Counsel, that the guarantees contained in the letter of His Excellency Mr. Ung Huot and His Excellency Samdech Hun Sen apply fully to the Prince, and I am writing to him accordingly.

Noting that Mr. Hun Sen led a barbaric and undemocratic coup d'état in order to assume power by force on 5 and 6 July 1997,
إذ ألاحظ أن السيد هن سن قاد في ٥ و ٦ تموز/يوليه ١٩٩٧ انقلابا همجيا غير ديمقراطي بهدف الاستيلاء على السلطة بالقوة،

- Not to recognize the Government installed by Hun Sen after the coup or the decisions made by an illegal and intimidated Parliament;
- عدم الاعتراف بالحكومة التي شكلها هن سن بعد الانقلاب أو بالقرارات التي اتخذها برلمان غير مشروع نال الترهيب منه؛

- To put pressure on Hun Sen and his forces to stop intimidating people and to create safe havens for those who are fleeing the danger zones;
- ممارسة ضغوط على هن سن وقواته لحملها على الكف عن ترهيب الشعب، وإنشاء مناطق آمنة للفارين من المناطق الخطرة؛

I am now in a position to inform you that I have received a letter from His Excellency Mr. Ung Huot and His Excellency Samdech Hun Sen, providing me with assurances concerning the forthcoming elections and the security and safety of returning political leaders, as well as regarding their participation in political activities, and expressing readiness for the United Nations to monitor implementation.
وبوسعي اﻵن أن أبلغكم أنني تلقيت رسالة من سعادة السيد أونغ هوت وسعادة السيد سامدك هن سن تتضمن تأكيدات لي بشأن الانتخابات القادمة وكذلك بشأن أمن وسلامة الزعماء السياسيين، وأيضا بشأن مشاركتهم في اﻷنشطة السياسية، مع اﻹعراب عن الاستعداد لقيام اﻷمــم المتحدة بمراقبة عملية التنفيذ.

We, the members of Parliament of the Kingdom of Cambodia, strongly condemn the violent coup d'état organized by a former member of the Khmer Rouge, Mr. Hun Sen, on 5 and 6 July 1997.
نحن أعضاء برلمان المملكة الكمبودية ندين بقوة الانقلاب العنيف الذي نظمه في ٥ و ٦ تموز/يوليه السيد هن سن وهو عضو سابق في الخير الحمر.

To that end we fully support the various measures that have been taken by the Cambodian Government, under the leadership of His Royal Highness Prince Norodom Ranariddh, and His Excellency Mr. Hun Sen.

ومن خلال تطبيق سياسة الربح التام بدون خسارة، التي رسمها رئيس الوزراء سمديك هن سن في عام 1998، حولت كمبوديا نفسها من بلد تمزقه الحروب إلى بلد ينعم بالسلام التام والتنمية المستدامة، بل وإلى بلد يمكن أن يقدم بدوره مساهمة كبيرة في السلم والأمن الدوليين.

I would be deeply grateful to Your Excellency if you would circulate both my letters and that of Mr. Hun Sen as a note from Your Excellency to the members of the Security Council and the General Assembly, without mentioning the title of either Hun Sen or Ung Huot, as no nation on earth at present has recognized the new regime in Cambodia since the violent coup d'état of 5 and 6 July in my country.
وإني ﻷكون في غاية الامتنان لسعادتكم لو تفضلتم بتعميم رسالتي ورسالة السيد هن سن بوصفهما مذكرة من سعادتكم إلى أعضاء مجلس اﻷمن والجمعية العامة بدون اﻹشارة إلى لقب السيد هن سن أو أونغ هوت نظرا لعدم اعتراف أي دولة في العالم بالنظام الجديد في كمبوديا منذ الانقلاب العنيف الذي وقع في بلدي في ٥-٦ تموز/يوليه.

I have the honour to enclose herewith for your urgent attention a declaration issued on 16 July 1997 by H.E. Mr. Son Soubert, Second Vice-President and member of the Permanent Committee of the National Assembly (annex I), on the recent bloody coup d'état in Cambodia launched by Second Prime Minister Hun Sen on 5 July 1997, as well as a statement issued on 15 July 1997 by members of Parliament of the Kingdom of Cambodia (annex II).
