70- يكون الغرض من آلية تسجيل الأرصدة لإجراءات التخفيف المناسبة وطنياً هو مساعدة الأطراف في تحقيق التنمية المستدامة والمساهمة في الجهود العالمية الرامية إلى التخفيف من انبعاثات غازات الدفيئة.

1 - الهدف من تدابير عدم الامتثال هو مساعدة الأطراف على الامتثال لالتزاماتها بمقتضى الاتفاقية، وتيسير وتعزيز تنفيذ الامتثال للالتزامات في إطار الاتفاقية ورصد ذلك وتقديم المشورة بهذا الشأن والعمل على تحقيق ذلك.

The objective of the procedures and institutional mechanisms (hereinafter referred to as " the procedures " ) is to assist Parties to comply with their obligations under the Convention and to facilitate, promote, monitor, assist in, advise on and aim to secure the implementation of and compliance with the obligations under the Convention.

The objective of the programme of work is to assist Parties to improve their understanding and assessment of impacts, vulnerability and adaptation, and to make informed decisions on practical adaptation actions and measures to respond to climate change on a sound, scientific, technical and socio-economic basis;
(أ) إن الهدف من برنامج العمل هو مساعدة الأطراف على زيادة فهم وتقييم آثار تغير المناخ والقابلية للتأثر به والتكيف معه، واتخاذ قرارات مستنيرة بشأن الإجراءات والتدابير العملية للتكيف لمواجهة تغير المناخ على أساس علمي وتقني واجتماعي - اقتصادي سليم؛

2- يكون الغرض من آلية التنمية النظيفة هو مساعدة الأطراف غير المدرجة في المرفق الأول على تحقيق التنمية المستدامة والإسهام في الهدف النهائي للاتفاقية، ومساعدة الأطراف المدرجة في المرفق الأول على الامتثال لالتزاماتها بتحديد وخفض الانبعاثات كميا وفقاً للمادة 3.

46. Article 12, paragraph 2, of the Kyoto Protocol provides that the purpose of the CDM shall be to assist Parties not included in Annex I in achieving sustainable development and in contributing to the ultimate objective of the Convention, and to assist Parties included in Annex I in achieving compliance with their quantified emission limitation and reduction commitments under Article 3.
