1.2 The governing bodies of UNIDO are based on their predecessors that were effective prior to UNIDO becoming a specialized agency in 1985.

In particular, taking into consideration that the adoption of the financial provisions of the Statute are the prerogative of the General Conference, it was suggested, for the adoption of the text by the relevant Governing bodies of UNIDO, that:

4. This document is intended as a conceptual complement to the decisions taken by the governing bodies of UNIDO in recent years, including the Business Plan, the medium-term programme framework for 2002-2005, and in particular the Strategic guidelines -- Towards improved UNIDO programme delivery adopted by the Industrial Development Board at its twenty-sixth session, held in November 2002.
