43. The first proposal is based on the quality assurance framework used by Statistics Canada.

1. At its forty-first session, the Statistical Commission had before it the report of Statistics Canada, which contained a programme review on national quality assurance frameworks (E/CN.3/2010/2).

27. Statistics Canada conducts census and other statistical surveys and includes questions relating to origin, ethnicity, religion and language, thereby allowing comparative analysis of the socioeconomic situation of minorities compared with other population groups.

17. The Expert Group also invited Statistics Canada to further elaborate on its proposal to apply the natural capital theory to developing a conceptual framework for environment statistics, and illustrate the dimensions, structure and contents (statistical topics) of the resulting framework.

5. The six dimensions of quality that Statistics Canada has promulgated for many years can be characterized as static in the sense that they tend to change relatively slowly and are always a consideration in managing quality (see sect. 2).

20. The Expert Group also requested the subgroup led by Statistics Canada to prepare a working paper on the elaboration of the natural capital theory in terms of the dimensions, structure and contents (statistical topics) of a resulting conceptual framework and on the exploration of other scientific theories that could underpin a conceptual framework for environment statistics, which will be discussed at the next meeting of the Expert Group.
