F. Field Support Service 18. The Chief of the Field Support Service, under the general supervision of the Deputy to the Under-Secretary-General, will arrange, either directly or through coordination within the Secretariat as well as with United Nations agencies, programmes and funds, support to designated officials and security management teams.

72. In preparation for the official launch of the new security level system on 1 January 2011, the Department conducted extensive training on the new system, targeting designated officials, security management teams and security advisers in high-threat countries.

In his report, the Secretary-General states that “it is imperative for the Organization to put in place a proactive, comprehensive and coordinated system with central capacity to assist the United Nations duty stations, country offices and security management teams in enhancing preparedness for mass casualty events” (ibid., para. 1).

(b) Preparation: by 30 October 2010 the security levels in all countries will have been determined, providing security professionals and the security management teams with an opportunity to apply and work with the security level system in their country/area before full implementation;
