The report of the Joint Inspection Unit was prepared in accordance with General Assembly resolution 51/241 of 31 July 1997, in which the Assembly requested the external and internal oversight machinery to give early attention to the practice and procedures in the employment of consultants and to report periodically to the Assembly on the subject.

3. Reiterates that it is important that the performance appraisal system be implemented consistently throughout the Secretariat so as to achieve an effective and fair performance management and staff development tool, and requests the Secretary-General to monitor the application of the system and to report thereon to the General Assembly;
