' 3` وإذا كان مقدم الطلب خاضعا لسيطرة دولة أو مؤسسة حكومية، يقدم بيان من الدولة أو المؤسسة الحكومية يشهد فيه بأن مقدم الطلب ستكون لديه الموارد المالية اللازمة لتنفيذ خطة العمل المتعلقة بالاستكشاف.

9. where an applicant seeking approval of a plan of work for exploration intends to finance the proposed plan of work for exploration by borrowings, its application shall include the amount of such borrowings, the repayment period and the interest rate.
9 - وإذا كان مقدم الطلب الذي يلتمس الموافقة على خطة عمل للاستكشاف يعتزم تمويل خطة العمل المقترحة للاستكشاف عن طريق القروض، فيتضمن طلبه مقدار تلك القروض وفترة السداد وسعر الفائدة.
