وإذ يذكر بأن إعلان وبرنامج عمل ديربان قد أدانا بقوة استمرار وجود الرق والممارسات الشبيهة بالرق حتى اليوم في أجزاء من العالم، فحثا الدول على اتخاذ تدابير فوريـة على سبيل الأولويـة من أجل إنهاء هـذه الممارسات التي تشكل انتهاكات صارخة لحقوق الإنسان،

recalling that the creation of the Fund stems from the wish of the Kings and Heads of State and Government to enhance and consolidate the brotherly ties existing among OIC Member States on the one hand and, on the other hand, to show to the outside world OIC capacity to meet the challenges and issues it is facing.
وإذ يذكر بأن إنشاء الصندوق ينطلق من رغبة ملوك وقادة الدول والحكومات في تعزيز وتقوية العلاقات الأخوية بين الدول الأعضاء في منظمة المؤتمر الإسلامي، من جهة، وفي أن يثبتوا للعالم قدرة منظمة المؤتمر الإسلامي على التصدي للتحديات والمشكلات التي تواجهها من جهة أخرى.

recalling that, at the World Conference on Human Rights, held in June 1993, States pledged to cooperate with each other in ensuring development and eliminating obstacles to development, and stressed that the international community should promote effective international cooperation for the realization of the right to development and the elimination of obstacles to development,
وإذ يذكر بأن الدول تعهدت، في المؤتمر العالمي لحقوق الإنسان الذي عقد في حزيران/يونيه 1993، بأن تتعاون فيما بينها على ضمان التنمية وإزالة العوائق التي تحول دون تحقيقها، وأكدت أنه ينبغي للمجتمع الدولي أن يعزز قيام تعاون دولي فعلي بغرض إعمال الحق في التنمية وإزالة العوائق التي تعرقل التنمية،
