As of August 2013, more than 350 new psychoactive substances were reported to UNODC through its Early Warning Advisory, compared with a total of 234 substances controlled under the Single Convention on Narcotic Drugs of 1961 and the Convention on Psychotropic Substances of 1971.

Bearing in mind the wording of the new sub-item, the document deals mainly with the scheduling procedures under the Single Convention on Narcotic Drugs of 1961 as amended by the 1972 Protocol and the Convention on Psychotropic Substances of 1971, which are also outlined in annex I. The relevant provisions of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 are summarized in annex II.

Urges States that have not done so to consider ratifying or acceding to, and States parties to implement, as a matter of priority, all the provisions of, the Single Convention on Narcotic Drugs of 1961 as amended by the 1972 Protocol, the Convention on Psychotropic Substances of 1971 and the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988;
٢- تحثُّ الدولَ التي لم تصدِّق بعدُ على الاتفاقية الوحيدة للمخدِّرات لسنة 1961 بصيغتها المعدَّلة ببروتوكول سنة 1972() واتفاقية المؤثِّرات العقلية لسنة 1971() واتفاقية الأمم المتحدة لمكافحة الاتِّجار غير المشروع في المخدِّرات والمؤثِّرات العقلية لسنة 1988،() أو لم تنضمَّ إليها بعدُ، على النظر في فعل ذلك، وتحثُّ الدولَ الأطرافَ في تلك الاتفاقيات على تنفيذ جميع أحكامها على سبيل الأولوية؛
