The Vienna Convention on Diplomatic Relations and the Vienna Convention on Consular Relations lay down the right for diplomatic and consular officers of the sending State to communicate with and contact nationals deprived of their liberty abroad.

The general principle of exclusive source-State taxation of such services has developed from international courtesy and the Vienna Convention on Diplomatic Relations of 1961 and the Vienna Convention on Consular Relations of 1963.
