3. A mechanism for the provision of financial and technical cooperation to developing-country Parties and Parties with economies in transition to assist their compliance with the measures of this Convention is hereby defined.

1. Developed-country Parties and other Parties in a position to do so shall provide technical assistance to developing-country Parties and Parties with economies in transition to develop and strengthen their capacities to implement their obligations under this Convention.
1 - ينبغي للأطراف من البلدان المتقدمة والأطراف الأخرى التي تكون في وضع يسمح لها بذلك، تقديم مساعدة تقنية إلى الأطراف من البلدان النامية والأطراف التي تمر اقتصاداتها بمرحلة انتقالية من أجل تطوير وتعزيز قدراتها على تنفيذ التزاماتها بموجب هذه الاتفاقية.

The mechanism shall receive contributions from developed-country Parties and other donors and shall cover all [approved additional] [agreed incremental] costs incurred by developing-country Parties and Parties with economies in transition [in order] [to enable them] to comply with the control measures set forth in this Convention.

Taking into account the provisions of paragraphs 31 - 33 below, developing country Parties {and Parties with economies in transition}{shall}{should} receive access to finance, technology and capacity-building, to support adaptation action at local, subnational, national, regional and global levels, including:
