In the light of article 4 of the Convention, the Committee urges the State party to allocate considerably more resources to children, in particular to the most vulnerable groups of children, including children with disabilities, children living in extreme poverty, abused and neglected children and children belonging to minorities and indigenous children, such as Maya and Garifuna children.

The Committee is concerned at the fact that discrimination against certain groups of children still exists in practice, particularly with regard to girls in general, children with disabilities, children living in poverty, children infected with HIV and/or affected by HIV/AIDS, and children belonging to ethnic minorities or indigenous peoples, recognizing the particular vulnerability of girls in these categories.

In its concluding observations, the Committee on the Rights of the Child expressed its concern at the disparities in the enjoyments of rights experienced by girls and children belonging to the most vulnerable groups, such as abandoned and orphan children, children with disabilities, children born out of wedlock, children living in rural areas and Pygmy children (CRC/C/15/Add.234, para. 23).

Use the media for awareness-raising campaigns on the new Law on child protection and, in general, to create a climate of rejection of all forms of violence against children and women, in particular girls and children from vulnerable groups.
