While commending the State party for addressing the potential harmful effects of information and communication via the Internet, the Committee encourages the State party to ensure that policies and tools, such as filters to block certain information on the Internet, does not have a negative effect on the child's right to seek, receive and impart information and ideas of all kinds through any media of the child's choice.

17. The Working Group finds that these particular activities, although contradictory of the government policy, nonetheless relate mainly to the exercise of the right to freedom of opinion and expression, which includes freedom to search for, receive and disseminate information and ideas of any kind, without restrictions of borders, in oral, written, printed or any other form, and to freedom of peaceful assembly and association.

In that connection, the report of the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression presented to the Council's seventeenth session on key trends and challenges to the right of all individuals to seek, receive and impart information and ideas of all kind through the Internet (A/HRC/17/27) was found highly pertinent during the panel discussion.
