The Convention has singled out the least developed countries as a vulnerable group, and has requested the Parties to take full account of the specific needs and special situations of the least developed countries in their actions with regard to funding and transfer of technology.
وصنّفت الاتفاقية أقل البلدان نموا كفئة ضعيفة، وطلبت إلى الأطراف أن تولي اعتبارا كاملا للاحتياجات المحددة والأوضاع الخاصة لأقل البلدان نموا فيما تتخذه من إجراءات تتعلق بالتمويل ونقل التكنولوجيا.

Moreover, development trends and requirements do not materialize all at once throughout the world, but rather do so in the form of regional waves, in which the conditions and situations peculiar to each area must be taken into account.

3. The Technology Body will be composed by experts nominated by Parties with equitable and balanced representation of all Parties, taking into account the specific needs and special situations of least developed country Parties;
3- تتألف الهيئة التكنولوجية من خبراء تسميهم الأطراف، بتمثيل جغرافي منصف ومتوازن لجميع الأطراف، ومع مراعاة الاحتياجات المحددة والأوضاع الخاصة للأطراف من أقل البلدان نمواً؛

4. At its seventh session, the COP acknowledged the specific needs and special situations of the least developed countries (LDCs), in that they are least capable of dealing with the adverse effects of climate change, and adopted a package of decisions for the implementation of Article 4, paragraph 9, of the Convention.
4- أقر مؤتمر الأطراف في دورته السابعة عشرة بالاحتياجات المحددة والأوضاع الخاصة لأقل البلدان نمواً، معتبراً أنها الأقل قدرة على مواجهة الآثار الضارة لتغير المناخ، واعتمد مجموعة من المقررات من أجل تنفيذ الفقرة 9 من المادة 4 من الاتفاقية.

The Convention requires all parties to take the actions necessary relating to funding, insurance and the transfer of technology, to meet the specific needs and concerns of developing countries arising from the adverse effects of climate change (art. 4, para. 8) and to take full account of the specific needs and special situations of the least developed countries in their actions with regard to funding and transfer of technology (art. 4, para. 9).
وتقتضي الاتفاقية من جميع الأطراف اتخاذ ما يلزم من إجراءات متعلقة بالتمويل والتأمين ونقل التكنولوجيا لتلبية الاحتياجات وللاستجابة للشواغل المحددة للبلدان النامية الناشئة عن الآثار الضارة لتغير المناخ (المادة 4، الفقرة 8) وإيلاء الاعتبار الكامل للاحتياجات المحددة والأوضاع الخاصة لأقل البلدان نمواً فيما تتخذه من إجراءات تتعلق بالتمويل ونقل التكنولوجيا (المادة 4، الفقرة 9).
