This important area of work was given further impetus by the special session in 1998 and thereafter through the adoption of the above-mentioned three key instruments, the Political Declaration, the Declaration on the Guiding Principles of Demand Reduction and the Action Plan, which provide an overall strategic framework for the UNDCP programme of work on demand reduction.
