In 1994, the Committee on Economic, Social and Cultural Rights adopted general comment No. 5, " Persons with disabilities " , which stresses that " even in countries which have a relatively high standard of living, persons with disabilities are very often denied the opportunity to enjoy the full range of economic, social and cultural rights recognized in the Covenant " .

42. In addition to a general provision requiring international assistance and cooperation for the realization of the economic, social and cultural rights recognized in the International Covenant (art. 2 (1)), the instrument also contains a separate article underlining the " essential importance of international cooperation " for the realization of the right to food.
٢٤- أما العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية، فباﻹضافة إلى احتوائه على حكم عام يتطلب المساعدة والتعاون الدوليين ﻹعمال الحقوق الاقتصادية والاجتماعية والثقافية المعترف بها في العهد )المادة ٢)١((، فإنه يحتوي أيضا مادة منفصلة تبرز " اﻷهمية اﻷساسية للتعاون الدولي " من أجل إعمال الحق في الغذاء.

(a) All States have an obligation to take steps immediately, or at least within a reasonably short time after the Covenant's entry into force, by taking legislative, administrative, financial and other measures and by setting up appropriate mechanisms that can contribute progressively but actively to the full realization of all the economic, social and cultural rights recognized in the Covenant;
