It sets out the international and regional laws in respect of the obligation of States to investigate gross violations of human rights law and serious violations of international humanitarian law.

In accordance with the request, the present report focuses on the law pertaining to the obligation to investigate gross violations of human rights law and serious violations of international humanitarian law, through a survey of the applicable international and regional instruments and jurisprudence.

15. In conclusion, international and regional instruments and jurisprudence establish the duty of States to investigate gross violations of human rights law and serious violations of international humanitarian law.
15- وفي الختام تكرس الصكوك الدولية والإقليمية والسوابق القضائية واجب الدول التحقيق في الانتهاكات الخطيرة لقانون حقوق الإنسان والانتهاكات الجسيمة للقانون الإنساني الدولي.

4. Encourages other States to consider establishing specific judicial mechanisms and, where appropriate, truth and reconciliation commissions to complement the justice system, to investigate and address gross violations of human rights and serious violations of international humanitarian law;
4- يشجع الدول الأخرى على النظر في إنشاء الآليات القضائية الخاصة ولجان الحقيقة والمصالحة، عند الاقتضاء، تكميلاً لنظام العدالة، والتحقيق في الانتهاكات الصارخة لحقوق الإنسان والانتهاكات الجسيمة للقانون الإنساني الدولي والتصدي لهذه الانتهاكات؛

States parties are encouraged to describe efforts made to promote and implement the Basic Principles and Guidelines on the Right to a Remedy and Reparation for Victims of Gross Violations of International Human Rights Law and serious violations of international humanitarian law adopted by the General Assembly in 2006 in its resolution 60/147.
