57. Most victims of gross violations of human rights and serious violations of international humanitarian law still did not receive any reparation.

Mr. de Greiff (Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence), introducing his report (A/69/518), addressed the topic of reparations for victims in the aftermath of gross violations of human rights and serious violations of international humanitarian law.

The principles underlying reparations can be found in the Basic Principles and Guidelines on the Right to a Remedy and Reparation for Victims of Gross Violations of International Human Rights Law and serious violations of international humanitarian law (2005), which were adopted by the General Assembly in resolution 60/147.

The report lists key activities undertaken by the Special Rapporteur from August 2012 to July 2013, and analyses selected challenges faced by truth commissions in transitional periods, while proposing responses to strengthen the effectiveness of those mechanisms in addressing gross human rights violations and serious violations of international humanitarian law.
