1. Appeals to States to ensure that conditions are such that all persons under their jurisdiction can exercise their right to organize and to form and join trade unions for the protection of their interests;
١- تناشد الدول أن تكفل الظروف التي من شأنها أن تتيح لجميع اﻷشخاص الخاضعين لولايتها القضائية ممارسة حقوقهم في التنظيم وتشكيل نقابات والانضمام اليها وذلك حماية لمصالحهم؛

Turning to the issue of freedom of association, violations come in two principal forms: restrictions on association of a political nature, and on the right to form and join independent trade unions.
٥٢١- انتقالاً الى القضية المتعلقة بحرية تكوين الجمعيات، فإن الانتهاكات تتم بشكلين رئيسيين هما: القيود المفروضة على تكوين جمعيات ذات طابع سياسي، والقيود المفروضة على الحق في تشكيل نقابات عمال مستقلة والانضمام اليها.

89. Article 9 of the Promotion of Freedom Act further stipulates that citizens are free to establish and join trade unions, professional and social federations and groupings and charitable societies to protect their interests or achieve the legitimate objectives for which they are established.

٥٥٢- تعلن المادة ٨١ من ميثاق الحقوق، التي تتطابق تماماً مع المادة ٢٢ من العهد، أن " لكل فرد الحق في حرية تكوين الجمعيات مع آخرين، بما في ذلك إنشاء النقابات والانضمام اليها من أجل حماية مصالحه " .

The view was expressed that, in order to encourage States to consider ratifying or acceding to the five legal instruments governing outer space, consideration should be given to the provision of technical advice concerning the benefits that those States would enjoy from making such ratifications or accessions.
