Finally, reiterating Romania's willingness to contribute to the future work of the Convention, she informed the Conference that it had embarked on the procedures for ratification of amended article 1 of the Convention, Amended Protocol II and Protocol IV, which would be finalized early in 2003.

At the beginning of this year a letter was sent to all High Contracting Parties reminding them of their reporting obligations under the CCW compliance mechanism, Amended Protocol II and Protocol V. The Implementation Support Unit has continued to maintain the national annual reports databases for Amended Protocol II, Protocol V and CCW Compliance.
20- في مطلع هذا العام، وُجهت رسالة إلى جميع الأطراف المتعاقدة السامية تُذكرهم بالتزاماتهم بتقديم التقارير المنصوص عليها في آلية الامتثال التابعة للاتفاقية، والبروتوكول الثاني المعدل والبروتوكول الخامس. وواصلت وحدة دعم التنفيذ إشرافها على قواعد البيانات المتعلقة بالتقارير السنوية الوطنية بالنسبة إلى البروتوكول الثاني المعدل، والبروتوكول الخامس والامتثال للاتفاقية.

The customary law rule of distinction is reaffirmed in treaty law in Articles 48, 51(2) and 52(2) of Additional Protocol I to the Geneva Conventions, Article 13(2) of Additional Protocol II to the Geneva Conventions, and Amended Protocol II and Protocol III to the CCW (Articles 3(7), 2(1)).
