The 1991 OAU Kampala declaration " Towards a Conference on Security, Stability, Development and Cooperation in Africa (CSSDCA) " states that:

10. In September 1999, African Governments took a decisive step to address the root causes of conflict and to put the continent on the path to sustainable development by calling for the convening of the African Ministerial Conference on Security, Stability, Development and Cooperation in Africa within the framework of OAU.
10 - في أيلول/سبتمبر 1999 اتخذت الحكومة الأفريقية خطوة حاسمة للتصدي للأسباب الجذرية للنزاع ووضع القارة على طريق التنمية المستدامة، وذلك بالدعوة إلى عقد المؤتمر الوزاري الأفريقي المعني بالأمن والاستقرار والتنمية والتعاون في أفريقيا في إطار منظمة الوحدة الأفريقية.

8. FURTHER ENCOURAGES the Commission to take all the necessary steps to ensure that the 2012 deadline set by the Memorandum of Understanding on Security, Stability, Development and Cooperation in Africa (CSSDCA) for the delineation and demarcation of all borders is achieved as much as possible;

In this connection, we draw attention to the resolutions and decisions taken by African leaders at the Thirty-sixth Ordinary Session of the Assembly of Heads of State and Government of the OAU, which met in Lomé, Togo, from 10 to 12 July 2000, and especially the Solemn Declaration on the Conference on Security, Stability, Development and Cooperation in Africa.
