The Committee is also concerned about the fact that training programmes for medical personnel do not include the " Manual on the Effective Investigation and Documentation on Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment " (Istanbul Protocol) (art. 10).
ويساور القلق اللجنة كذلك إزاء عدم إدراج " دليل التقصي والتوثيق الفعالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة " (بروتوكول اسطنبول) (المادة 10) في برامج التدريب الخاصة بالعاملين في الميدان الطبي.

5. Distribution of the Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman Or Degrading Punishment
5 - توزيع دليل التقصي والتوثيق الفعالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة

There were 119 shelters for victims of domestic violence and 132 welcome and care centres providing victims with social, psychological and legal support in line with the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. A further 113 places had been added for the emergency reception of victims.
كما يوجد 119 مأوى لضحايا العنف المنزلي، و132 مركزاً للاستقبال والرعاية تتيح للضحايا الدعم الاجتماعي والنفسي والقانوني وفقاً لدليل التقصي والتوثيق الفعالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة، فضلاً عن 113 مكاناً آخر لاستقبال الضحايا في حالات الطوارئ.

Member States may further wish to clarify in Rule 54bis that, based on the Principles for the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment:

1. The purposes of effective investigation and Documentation of Torture and Other Cruel, inhuman or degrading treatment or punishment (hereafter torture or other ill-treatment) include the following:

The State party should reinforce its training programmes to law enforcement and medical personnel, and to those involved in documenting and investigating acts of torture, on the provisions of the Convention, as well as on other instruments, such as the Manual on the Effective Investigation and Documentation on Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Istanbul Protocol).
ينبغي أن تعزز الدولة الطرف برامجها التدريبية لفائدة الموظفين المكلَّفين بإنفاذ القانون وللعاملين في المجال الطبي ولمن يضطلع بدورٍ في توثيق أعمال التعذيب والتحقيق فيها، عن طريق تضمينها أحكام الاتفاقية وصكوك أخرى، ﻛ " دليل التقصي والتوثيق الفعالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة " (بروتوكول اسطنبول).
