22. Furthermore, the Special Rapporteur would like to draw the attention of the General Assembly to the Principles on the effective investigation and Documentation of torture and other cruel, inhuman or degrading treatment or punishment, also known as the Istanbul Protocol.
22- وعلاوة على ذلك، يود المقرر الخاص أن يوجّه نظر الجمعية العامة إلى المبادئ المتعلقة بالتقصي والتوثيق الفعّالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة، والمعروفة أيضاً ببروتوكول اسطنبول.

According to the Principles on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the main purposes of effective investigation and Documentation of torture and other cruel, inhuman or degrading treatment or punishment are:
51- ووفقاً للمبادئ المتعلقة بالتقصي والتوثيق الفعّالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة، تتمثل الأغراض الرئيسية للتقصي والتوثيق الفعالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة فيما يلي:

These medical examinations should be free and should be performed in accordance with the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Istanbul Protocol).
ويجب أن تكون هذه الفحوص مجانية وأن تجرى وفقاً لدليل التقصي والتوثيق الفعّالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (بروتوكول اسطنبول).

(e) Make sure that the specialized medical-psychological examination of alleged cases of ill-treatment is carried out in line with the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Istanbul Protocol);
(ﻫ) ضمان إجراء الفحوصات الطبية والنفسية المتخصصة فيما يزعم من حالات سوء المعاملة وفقاً للتوجيهات الواردة في دليل التقصي والتوثيق الفعّالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (بروتوكول اسطنبول)؛

(e) Ensure that the specialized medical-psychological examination of alleged cases of ill-treatment is carried out in line with the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Istanbul Protocol);
(ﻫ) ضمان أن تجري الفحوصات الطبية والنفسية المتخصصة في ما يزعم من حالات سوء المعاملة وفقاً للتوجيهات الواردة في دليل التقصي والتوثيق الفعّالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (بروتوكول اسطنبول)؛

The Committee recommends that the Istanbul Protocol (Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment) become an integral part of the training provided to physicians and that the Manual is translated into the Lithuanian language.
وتوصي اللجنة بأن يشكل بروتوكول اسطنبول (دليل التقصي والتوثيق الفعّالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة) جزءاً لا يتجزأ من التدريب المقدم إلى الأطباء وأن يترجم الدليل إلى اللغة الليتوانية.

(8) The Committee also welcomes the news that in 2008 the Forensic Medical Service created a unit within its Human Rights Programme devoted to the implementation of the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (the Istanbul Protocol).
(8) وترحب اللجنة أيضاً بما وردها من أنباء بخصوص قيام دائرة الطب الشرعي في عام 2008 بإنشاء وحدة في إطار برنامجها المتعلق بحقوق الإنسان تعنى بتنفيذ دليل التقصي والتوثيق الفعّالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (بروتوكول اسطنبول).

8- وترحب اللجنة أيضاً بما وردها من أنباء بخصوص قيام دائرة الطب الشرعي في عام 2008 بإنشاء وحدة في إطار برنامجها المتعلق بحقوق الإنسان تعنى بتنفيذ دليل التقصي والتوثيق الفعّالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (بروتوكول اسطنبول).

It should investigate effectively all allegations of torture or ill-treatment through an independent mechanism, and ensure that law enforcement personnel receive training on the investigation of torture and ill-treatment by integrating the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Istanbul Protocol) in all training programmes.
وينبغي لها أن تجري تحقيقاً فعالاً في جميع ادعاءات التعذيب أو سوء المعاملة من خلال آلية مستقلة، وأن تكفل تلقّي الموظفين المكلفين بإنفاذ القوانين تدريباً في مجال التحقيق في أفعال التعذيب وسوء المعاملة من خلال إدماج دليل التقصي والتوثيق الفعّالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (بروتوكول اسطنبول) في جميع البرامج التدريبية.

It should investigate effectively all allegations of torture or ill-treatment through an independent mechanism, and ensure that law enforcement personnel receive training on the investigation of torture and ill-treatment by integrating the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Istanbul Protocol) in all training programmes.
وينبغي لها أن تجري تحقيقاً فعالاً في جميع ادعاءات التعذيب أو سوء المعاملة من خلال آلية مستقلة، وأن تكفل تلقّي موظفي إنفاذ القانون تدريباً في مجال التحقيق في أفعال التعذيب وسوء المعاملة من خلال إدماج دليل التقصي والتوثيق الفعّالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (بروتوكول اسطنبول) في جميع البرامج التدريبية.

Convinced also that combating impunity constitutes an important element in the prevention of torture and recalling in this regard article 12 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment as well as the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (the Istanbul Protocol),
