17. General Recommendation V was meant to highlight the objectives of the Convention, and particularly the imperative of adopting “immediate and effective measures” in the fields of teaching, education, culture and information.
٧١- كان الهدف من التوصية العامة الخامسة إبراز مقاصد الاتفاقية، وباﻷخص منها ضرورة اعتماد " تدابير فورية وفعالة " في ميادين التعليم والتربية والثقافة واﻹعلام.

48. Whereas education and teaching, culture and information vis—à—vis racial discrimination are among the priorities of many States, the essence and specifics of the International Convention, and particularly article 7, are rarely included in school curricula or training courses for law enforcement officials, magistrates, judges, prosecutors, etc.
٨٤- ولما كانت التربية والتعليم، والثقافة واﻹعلام حيال التمييز العنصري في عداد أولويات دول عديدة، فإن كنه الاتفاقية الدولية وخاصيتها، ومنها المادة ٧ تحديداً، نادراً ما تدرج في مناهج التعليم المدرسية أو الدورات التدريبية للموظفين المكلفين إنفاذ القوانين، والمحامين، والقضاة، والمدعين العامين إلخ.

In fact, it has undergone a transformation from being predominantly oriented towards policy dialogue to emphasizing the transfer of know-how and technology and promoting climate and energy sustainability and civil society, especially in the fields of scientific research, education, culture and media.

333. With regard to implementation of article 7 of the Convention, the Committee encourages the State party to pursue its policy in the fields of education, teaching, culture and information.
٣٣٣ - وفيما يتعلق بتنفيذ المادة ٧ من الاتفاقية، تشجع اللجنة الدولة الطرف على مواصلة سياستها في ميادين التربية والتعليم والثقافة واﻹعلام.

432. The Committee recommends that the next periodic report of the State party include information on measures taken in the field of teaching, education, culture and information in order to combat racial discrimination, in compliance with article 7 of the Convention.
٤٣٢ - توصي اللجنة بأن يتضمن التقرير الدوري المقبل للدولة الطرف معلومات بشأن التدابير المتخذة في ميدان التدريس، والتعليم، والثقافة واﻹعلام من أجل مكافحة التمييز العنصري، امتثالا للمادة ٧ من الاتفاقية.

250. The Committee reiterates its previous recommendations to fully implement article 4 of the Convention and to adopt measures according to article 7 in the fields of teaching, education, culture and information.
٢٥٠ - وتعيد اللجنة تأكيد توصياتها السابقة بتنفيذ المادة ٤ من الاتفاقية تنفيذا كاملا وباتخاذ تدابير وفقا للمادة ٧ في مجالات التدريس والتعليم والثقافة واﻹعلام.

409. The Committee would welcome any information that the State party is able to provide concerning measures taken to combat racial discrimination in the fields of teaching, education, culture and information.
٤٠٩ - وسترحب اللجنة بأية معلومات تتمكن الدولة الطرف من تقديمها فيما يتعلق بالتدابير المتخذة لمكافحة التمييز العنصري في ميادين التدريس والتعليم والثقافة واﻹعلام.

421. With regard to article 7 of the Convention, members requested further information on the measures taken in the areas of education, culture and information to combat prejudices that fostered discrimination and intolerance.
٤٢١ - وفيما يتعلق بالمادة ٧ من الاتفاقية، طلب اﻷعضاء المزيد من المعلومات عن التدابير المتخذة في مجالات التعليم والثقافة واﻹعلام لمكافحة وجوه التغرض التي تشجع التمييز والتعصب.

Invites the attention of the States parties to the fact that, in accordance with article 7 of the Convention, the information to which the preceding paragraph refers should include information on the'immediate and effective measures' which they have adopted,'in the field of teaching, education, culture and information', with a view to:
" ٢- توجه أنظار الدول اﻷطراف إلى أنه يجب، وفقا للمادة ٧ من الاتفاقية، أن تتضمن المعلومات التي تشير إليها الفقرة السابقة معلومات عن " التدابير الفورية والفعالة " التي اتخذتها " في ميادين التعليم والتربية والثقافة واﻹعلام " بقصد:

٢٠٦ - وسترحب اللجنة بأي معلومات يكون في إمكان الدولة الطرف تقديمها فيما يتعلق بالفعالية النسبية للتدابير المختلفة المتخذة في ميادين التدريس والتعليم والثقافة واﻹعلام لمكافحة التغرضات التي تؤدي إلى التمييز العنصري.

٢٠٦ - وسترحب اللجنة بأي معلومات يكون في إمكان الدولة الطرف تقديمها فيما يتعلق بالفعالية النسبية للتدابير المختلفة المتخذة في ميادين التدريس والتعليم والثقافة واﻹعلام لمكافحة التغرضات التي تؤدي إلى التمييز العنصري.

Article 7 of the Convention, the text of which is contained in the annex to General Assembly resolution 2106 (XX) of 21 December 1965, refers to measures which States Parties agree to adopt in the fields of teaching, education, culture and information with a view to combating racial discrimination.
وتشير المادة ٧ من الاتفاقية، الوارد نصها في مرفق قرار الجمعية العامة ٢١٠٦ )د - ٢٠( المؤرخ ٢١ كانون اﻷول/ديسمبر ١٩٦٥، إلى التدابير التي تتفق الدول اﻷطراف على اتخاذها في ميادين التدريس والتعليم والثقافة واﻹعلام بهدف مكافحة التمييز العنصري.

In view of the importance of measures in the fields of teaching, education, culture and information to combat prejudices which lead to racial discrimination and to promote understanding, tolerance and friendship among racial and ethnical groups, the Committee recommends that the State party takes all necessary measures in those fields in accordance with article 7 of the Convention.
٥٣٨ - ونظرا ﻷهمية ما يتخذ في ميادين التدريس والتعليم والثقافة واﻹعلام من التدابير الرامية الى مكافحة التعرض المؤدي الى التمييز العنصري والتدابير الرامية الى تعزيز التفاهم والتسامح والصداقة بين الفئات العنصرية والعرقية، توصي اللجنة بأن تتخذ الدولة الطرف كافة التدابير الضرورية في هذه الميادين وفقا للمادة ٧ من الاتفاقية.

In view of the importance of measures in the fields of teaching, education, culture and information to combat prejudices which lead to racial discrimination and to promote understanding, tolerance and friendship among racial and ethnical groups, the Committee recommends that the State party take all necessary measures in those fields in accordance with article 7 of the Convention.
٥٣٨ - ونظرا ﻷهمية ما يتخذ في ميادين التدريس والتعليم والثقافة واﻹعلام من التدابير الرامية الى مكافحة التعرض المؤدي الى التمييز العنصري والتدابير الرامية الى تعزيز التفاهم والتسامح والصداقة بين الفئات العنصرية والعرقية، توصي اللجنة بأن تتخذ الدولة الطرف كافة التدابير الضرورية في هذه الميادين وفقا للمادة ٧ من الاتفاقية.
