Provisions on economic, social and cultural rights set forth in the Covenant are enacted in the fifth section of the second chapter of the Constitution, articles 35 to 43.

The Committee recommends that the development cooperation policies to be adopted by the State party contribute to the implementation of the economic, social and cultural rights of the Covenant and do not result in their violation.
توصي اللجنة الدولة الطرف باعتماد سياسات تعاون إنمائية تسهم في إعمال الحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد ولا تفضي إلى انتهاكها.

The Committee reiterates the obligation of States Parties to ensure that all economic, social and cultural rights laid down in the Covenant are fully respected and rights holders adequately protected in the context of corporate activities.
وتكرر اللجنة تأكيد التزام الدول الأطراف بأن تضمن احترام جميع الحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد احتراماً تاماً، وتكفل لأصحاب الحقوق الحماية الكافية في سياق أنشطة الشركات.

174. The Committee calls upon the State party to take the necessary steps to ensure that all persons under its jurisdiction enjoy economic, social and cultural rights enshrined in the Covenant without discrimination.
174- وتدعو اللجنة الدولة الطرف إلى اتخاذ التدابير اللازمة لكفالة تمتّع جميع الأشخاص الخاضعين لولايتها القضائية دون تمييز بالحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد.

Article 2, paragraph 2, requires States parties to guarantee non-discrimination in the exercise of each of the economic, social and cultural rights enshrined in the Covenant and can only be applied in conjunction with these rights.
فالفقرة 2 من المادة 2 تقضي بأن تضمن الدول الأطراف عدم التمييز بين الأشخاص في ممارسة كل حق من الحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد وبأنه لا يمكن تطبيق العهد إلاّ بممارسة هذه الحقوق.

479. The Committee notes with regret that the statistical data provided by the State party do not always allow for a clear evaluation of the implementation of the economic, social and cultural rights enshrined in the Covenant.
479- وتلاحظ اللجنة مع الأسف أن البيانات الإحصائية التي قدمتها الدولة الطرف لا تتيح إجراء تقييمٍ واضح لإعمال الحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد.

Respecting rights requires States Parties to guarantee the conformity of their laws and policies regarding corporate activities with the economic, social and cultural rights set forth in the Covenant.
4- احترام الحقوق: يتطلب من الدول الأطراف ضمان تطابق قوانينها وسياساتها العامة المتعلقة بأنشطة الشركات مع الحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد.

In accordance with the present rules, the Secretary-General shall bring to the attention of the Committee reliable information that is received for the Committee's consideration indicating grave or systematic violations by a State party of any of the economic, social and cultural rights set forth in the Covenant.
وفقاً لهذا النظام الداخلي، يبلغ الأمين العام اللجنة بالمعلومات الموثوقة التي ترد لتنظر فيها اللجنة والتي تدل على وقوع انتهاكات جسيمة أو منتظمة من جانب دولة طرف لأي من الحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد.

10. The Committee notes with concern that the budget allocations for social sectors are insufficient, and that this impedes the steady realization of the economic, social and cultural rights set forth in the Covenant (art. 2, para. 1).
10- وتلاحظ اللجنة بقلق أن مخصصات القطاعات الاجتماعية من الميزانية غير كافية، مما يحول دون الإعمال التدريجي للحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد الفقرة 1 من المادة 2.

11. The Committee notes that the presence of a large number of refugees and internally displaced persons as a result of the conflict with Armenia continues seriously to hamper the State party's ability to implement the economic, social and cultural rights contained in the Covenant.
11- وتلاحظ اللجنة أن وجود عدد كبير من اللاجئين والمشردين داخلياً نتيجة للنـزاع القائم مع أرمينيا ما زال يكبل بصورة خطيرة قدرة الدولة الطرف على إعمال الحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد.

The Committee recommends that the development cooperation policies to be adopted by the State party contribute to the implementation of the economic, social and cultural rights of the Covenant and do not result in their violation.
توصي اللجنة الدولة الطرف باعتماد سياسات تعاون إنمائي تسهم في إعمال الحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد ولا تفضي إلى انتهاكها.

The Committee urges the State party to take effective measures, legislative or otherwise, to ensure in practice that the lack of residence registration and other personal identity documents does not hinder the enjoyment of economic, social and cultural rights in accordance with the Covenant.
تحث اللجنة الدولة الطرف على اتخاذ تدابير فعالة، تشريعية أو خلافها، لضمان ألا يعوق، عملياً، عدم تسجيل محل الإقامة أو عدم امتلاك وثائق الهوية الشخصية، التمتع بالحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد.

The Committee is of the view that this general situation affecting the most vulnerable in Guatemalan society deprives them of their full enjoyment of the economic, social and cultural rights provided for in the Covenant.
وترى اللجنة أن هذه الحالة العامة التي تؤثر على أشد الفئات ضعفا في المجتمع الغواتيمالي تحرم هذه الفئات من التمتع الكامل بحقوقها الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد.
