Regarding the struggle against impunity, the delegation emphasized that the legislative branch had awarded the appeals courts jurisdiction over matters of genocide, war crimes and crimes against humanity perpetrated by individuals under their jurisdiction or that of the tribunaux de grande instance (courts of major jurisdiction).
9- وعن مكافحة الإفلات من العقاب، أوضح الوفد أن الجهاز التشريعي اعترف باختصاص محاكم الاستئناف بالنظر في جرائم الإبادة الجماعية وجرائم الحرب والجرائم المرتكبة في حق الإنسانية على يد أشخاص يشملهم اختصاصها واختصاص المحاكم الكبرى.

300. Regarding article 2 of the Convention, the representative explained that the Criminal Code contained not only the offence of torture but also war crimes and crimes against humanity and that, while crimes against humanity could well include torture, such crimes also demanded that other conditions be met, for example, that the offending act had been committed against a civilian population or identifiable group of persons.

Taking as a reference the final declaration of the International Conference for the Protection of War Victims, the Regional Conference had explored the fundamental issues in the field of international humanitarian law, such as enforcement, peace-keeping, peacemaking, the problems of sexual violence and crimes against women and children during armed conflict, the protection of cultural property and the use of land-mines.
واستعرض المؤتمر اﻹقليمي القضايا اﻷساسية المطروحة في مجال القانون اﻹنساني الدولي، من قبيل اﻹنفاذ وحفظ السلم وصنع السلم ومشاكل العنف الجنسي والجرائم المرتكبة في حق المرأة واﻷطفال الذين يعيشون في ظروف النزاع المسلح، وحماية الملكية اﻷدبية، واستخدام اﻷلغام البرية، متخذا كمرجع اﻹعلان الختامي للمؤتمر الدولي لحماية ضحايا الحرب.

The international community must continue to strongly condemn Israel's escalation of extrajudicial killings and deliberate and indiscriminate military attacks against civilian areas and, furthermore, the international community must take immediate action to bring a halt to these grave human rights violations and crimes against the Palestinian people.
لذا يجب على المجتمع الدولي أن يواصل الإدانة القوية للتصعيد الإسرائيلي المتمثل في أعمال القتل خارج إطار القانون وفي الاعتداءات العسكرية المتعمدة والعشوائية التي تطال المناطق المدنية، كما يجب على المجتمع الدولي أن يتخذ إجراءات فورية لوقف هذه الانتهاكات الجسيمة لحقوق الإنسان والجرائم المرتكبة في حق الشعب الفلسطيني.
