4. The right to development contains several dimensions, including the principle of active, free and meaningful participation in the development process (art. 2) and non-discrimination (arts. 5 and 6).

33. In this context, we reaffirm that development is a comprehensive economic, social, cultural and political process that aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom as recognized in the Declaration on the Right to Development.
٣٣ - وفي هذا السياق، نؤكد مجددا أن التنميةَ عمليةٌ اقتصادية واجتماعية وثقافية وسياسية شاملة تستهدف التحسين المستمر لرفاه السكان والأفراد أجمعين على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها على نحو ما أقره الإعلان المتعلق بالحق في التنمية.

(b) To ensure full transparency of the planning and implementation process in the provision of safe drinking water and sanitation and the active, free and meaningful participation of the concerned local communities and relevant stakeholders therein;
