States parties and signatories are reminded of the need to ensure full implementation of the Convention and the Protocols thereto.
وتُذكَّر الدول الأطراف والدول الموقِّعة بضرورة تنفيذ الاتفاقية والبروتوكولات الملحقة بها تنفيذاً تاماً.

In the view of Cuba, such zones should be based on arrangements freely arrived at among the States of the region concerned and should include arrangements for cooperation between the States parties and signatories in the various zones.
