As it has been thoroughly explained, the name " Nova Makedonija " opted by Mr. Vance and Lord Owen creates serious difficulties to Greece.
وكما جرى إيضاحه بشكل واف، فإن اسم " نوفاماكيدونيا " الذي اختاره السيد فانس واللورد أوين يثير صعوبات جمة لليونان.

At the conclusion of these discussions, Mr. Vance and Lord Owen gave the two delegations the draft of a proposed Treaty Confirming the Existing Frontier and Establishing Measures for Confidence Building, Friendship and Neighbourly Cooperation, the text of which appears in annex V.

I share the view expressed to me by Mr. Vance and Lord Owen that an early endorsement of their proposals by the Security Council would help the parties to reach agreement.

With reference to the discussions held in New York with Mr. Vance and Lord Owen and to the draft agreement of 14 May 1993 handed over by them to the Minister of Foreign Affairs of Greece, the Greek Government would like to state the following:
باﻹشارة إلى المناقشات التي عقدت في نيويورك مع السيد فانس واللورد أوين وإلى مشروع الاتفــاق المــؤرخ ١٤ أيار/مايو ١٩٩٣، الــذي سلمــه إليهما وزير خارجية اليونان، تود الحكومة اليونانية أن تعلن اﻵتي:

The Greek Government wishes to express its sincere appreciation to Mr. Vance and Lord Owen for the progress so far accomplished and considers, in principle, the draft presented as a satisfactory basis for establishing good neighbourly relations between Greece and the FYROM.
تود الحكومة اليونانية أن تعرب عن خالص تقديرها للسيد فانس واللورد أوين للتقدم الذي تم إحرازه حتى اﻵن، وتعتبر من حيث المبدأ أن المشروع المقدم هو أساس مرض ﻹقامة علاقات حسن الجوار بين اليونان وجمهورية مقدونيا التي كانت تتبع يوغوسلافيا سابقا.

During their visit to Athens in connection with the peace talks relating to Bosnia and Herzegovina, Mr. Vance and Lord Owen also met on 1 May with Prime Minister Mitsotakis to discuss the draft Treaty.
٩ - واجتمع السيد فانس واللورد أوين أيضا، في ١ أيار/مايو مع رئيس الوزراء ميتسوتاكيس لمناقشة مشروع المعاهدة، وذلك أثناء زيارتهما ﻷثينا فيما يتصل بمحادثات السلم المتعلقة بالبوسنة والهرسك.

Mr. Vance and Lord Owen consider that the name to be used should be the same for all official purposes, both domestic and international.
٣١ - ويرى السيد فانس واللورد أوين أن اﻹسم الذي سيستعمل لا بد أن يكون هو نفس اﻹسم لجميع اﻷغراض الرسمية المحلية والدولية على السواء.

The draft Treaty, the text of which appears in annex V to the present report, and the name proposed by Mr. Vance and Lord Owen are, as stated above, before the parties. The reaction of the parties to the good offices thus exercised has not yet been communicated to Mr. Vance and Lord Owen.
٤١ - إن مشروع المعاهدة، الذي يظهر نصه في المرفق الخامس لهذا التقرير، واﻹسم الذي اقترحه السيد فانس واللورد أوين، معروضان، كما ورد سابقا، على الطرفين، ولم يرد بعد حتى اﻵن إلى السيد فانس واللورد أوين رد فعل الطرفين على المساعي الحميدة التي يضطلعان بها على هذا النحو.

In the light of your letter, this problem was discussed at my meeting on 1 February 1994 with the Co-Chairmen of the Steering Committee of the Geneva Conference, Mr. T. Stoltenberg and Lord Owen.

6. On 23 March, Mr. Stoltenberg and Lord Owen met the Bosnian Serb leadership, including Mr. Karadzic, Mr. Krajisnik, Mr. Koljevic and Mr. Buha, in Zvornik.

Between 5 and 14 May Mr. Vance and Lord Owen met a number of times with delegations led on the one hand by Foreign Minister Papaconstantinou of Greece and by either President Gligorov or by Deputy Prime Minister and Acting Foreign Minister Crvenkovski of the former Yugoslav Republic of Macedonia.
٠١ - وفي الفترة بين ٥ و٤١ أيار/مايو، اجتمع السيد فانس واللورد أوين عدة مرات مع وفود برئاسة وزير الخارجية باباكونستنتينو من جهة، وبرئاسة الرئيس غليغوروف أو نائب رئيس الوزراء والقائم بأعمال وزير خارجية جمهورية مقدونيا اليوغوسلافية سابقا السيد كريفنكوفسكي.

The draft Treaty that Mr. Vance and Lord Owen presented to the parties on 14 May was prepared on the basis of the extensive consultations outlined above and represents, in their judgement and also in that of the Secretary-General, an appropriate and fair balancing of the various claims and aspirations, on many points directly conflicting, of the two parties.
١١ - تم إعداد مشروع المعاهدة التي قدمها السيد فانس واللورد أوين إلى الطرفين في ٤١ أيار/مايو استنادا إلى المشاورات المستفيضة الوارد موجزها أعلاه، والذي يمثل في تقديرهما وفي تقدير اﻷمين العام أيضا، فيما يتعلق بنقاط كثيرة متضاربة تضاربا مباشرا، توازنا ملائما وعادلا لمختلف مطالب وطموحات الطرفين.

Taking into account the continuing disagreement of the parties as to what that name should be, and the number of alternatives that were proposed at one time or another by one of the parties or by the Co-Chairmen, all of which proposals were rejected by one or both parties, Mr. Vance and Lord Owen have proposed the following name: " The Republic of Nova Makedonija " , to be used for all official purposes, domestic and international.
ومع مراعاة استمرار عدم اتفاق الطرفين بشأن ما ينبغي أن يكون عليه هذا اﻹسم، وعدد البدائل التي اقترحت في وقت أو آخر من جانب أحد الطرفين أو من جانب الرئيسين المشاركين، وجميعها مقترحات رفضها أحد الطرفين أو كلاهما، فقد اقترح السيد فانس واللورد أوين اﻹسم التالي: " جمهورية نوفا مقدونيا " ، على أن يستعمل هذا اﻹسم لجميع اﻷغراض الرسمية المحلية والدولية.
