- The presence of two-thirds of Member States shall represent the legal quorum necessary for lawful convening of any session of the Council of the League, the Social and Economic Council and other ministerial councils working within the framework of the League.
يمثل حضور ثلثي عدد الأعضاء النصاب القانوني اللازم لصحة انعقاد أي دورة لمجلس الجامعة، والمجلس الاقتصادي والاجتماعي، والمجالس الوزارية الأخرى العاملة في إطار الجامعة.

1. The presence of two thirds of the number of Member States shall represent the quorum required for the validity of any session of the Council of the League, the Economic and Social Council, and any other ministerial councils functioning in the framework of the League.
يمثل حضور ثلثي عدد الدول الأعضاء النصاب القانوني اللازم لصحة انعقاد أي دورة لمجلس الجامعة، والمجلس الاقتصادي والاجتماعي، والمجالس الوزارية الأخرى العاملة في إطار الجامعة.

5. That the specialized Arab agencies, the Arab ministerial councils and the Arab development funds, each in its field of specialization, should provide aid and technical assistance to the Somali people;
٥ - قيام المنظمات العربية المتخصصة والمجالس الوزارية العربية، والصناديق العربية التنموية بتقديم مساعداتها، وعونها الفني إلى الشعب الصومالي كل في مجال اختصاصه.

To charge the Economic and Social Council and the Secretariat-General of the League of Arab States with the preparations for this summit in coordination with specialized Arab organizations and ministerial councils, Arab chambers of commerce and businessmen's organizations, while taking into consideration the following:
تكليف المجلس الاقتصادي والاجتماعي والأمانة العامة للجامعة العربية بالإعداد لهذه القمة بالتنسيق مع المنظمات العربية والمجالس الوزارية المتخصصة، واتحاد الغرف التجارية العربية ومؤسسات رجال الأعمال مع الأخذ في الاعتبار العناصر التالية:

٤ - مطالبة الدول اﻷعضاء والمجالس الوزارية المتخصصة والمنظمات العربية المتخصصة والصناديق والهيئات العربية المعنية الاستمرار في تقديم المساعدات المادية واﻹنسانية للشعب الصومالي.

12. To call on member States, Arab organizations and funds, the competent ministerial councils and Arab non-governmental organizations to provide humanitarian support to the Somali people and help to alleviate their suffering;
12 - دعوة الدول الأعضاء والمنظمات والصناديق العربية والمجالس الوزارية المتخصصة والجمعيات الأهلية العربية إلى تقديم الدعم الإنساني للشعب الصومالي والمساهمة في رفع المعاناة عنه.

6. To call upon Member States, Arab organizations and funds, the competent ministerial councils and Arab civil society organizations to provide humanitarian support to the Somali people and help alleviate their suffering;
6 - دعوة الدول الأعضاء والمنظمات والصناديق العربية والمجالس الوزارية المتخصصة والجمعيات الأهلية العربية إلى تقديم الدعم الإنساني للشعب الصومالي والمساهمة في رفع المعاناة عنه.

3. To appreciate the efforts of the Economic and Social Council and its preparatory committee, the ministerial councils, specialized Arab organizations and the Secretariat-General in preparing for the Arab Economic, Social and Development Summit;
3 - تثمين جهود المجلس الاقتصادي والاجتماعي واللجنة التحضيرية المنبثقة عنه، والمجالس الوزارية والمنظمات العربية المتخصصة والأمانة العامة في الإعداد والتحضير للقمة الاقتصادية والتنموية والاجتماعية.

To entrust the Economic and Social Council with responsibility for preparing a comprehensive report containing its suggestions in the matter of development of the action of specialized Arab organizations and ministerial councils, in the light of the evaluation studies conducted by the legislative councils of those organizations, that report to be submitted to the Summit-level Council of the League at its next session in 2006.
تكليف المجلس الاقتصادي والاجتماعي بإعداد تقرير شامل يتضمن مقترحاته بشأن تطوير عمل المنظمات والمجالس الوزارية العربية المتخصصة، في ضوء الدراسات التقييمية التي أعدتها المجالس التشريعية لتلك المنظمات، وعرض التقرير على مجلس الجامعة على مستوى القمة في دورته القادمة 2006.

The leaders welcome the proposal of the People's Democratic Republic of Algeria concerning the construction of an Arab earth observation satellite and its willingness to prepare the studies required for that purpose in coordination with the competent agencies in Arab States and the Arab ministerial councils concerned.
يرحب القادة بمقترح الجمهورية الجزائرية الديمقراطية الشعبية إنشاء قمر صناعي عربي لمراقبة كوكب الأرض واستعدادها لإعداد الدراسات اللازمة لذلك بالتنسيق مع الجهات المختصة في الدول العربية والمجالس الوزارية العربية المعنية.
