The Representative recommends that the United Nations, international humanitarian and development organizations and partners:

55. Member States, the United Nations system, regional organizations and development and humanitarian organizations are called upon to strengthen early warning systems at all levels.
55 - الإهابة بالدول الأعضاء ومنظومة الأمم المتحدة والمنظمات الإقليمية والمنظمات الإنسانية والإنمائية تعزيز أنظمة الإنذار المبكر على جميع المستويات.

28. Efforts to shift to a risk management approach will not succeed without strong leadership from affected Governments, donors and humanitarian and development organizations.
28 - لن تنجح الجهود الرامية إلى التحوّل إلى نهج يقوم على إدارة المخاطر إلاّ بوجود قيادة قوية من جانب الحكومات المتضررة، والجهات المانحة، والمنظمات الإنسانية والإنمائية.

66. Member States, the United Nations and humanitarian and development organizations are urged to continue to operationalize the resilience agenda, in particular in locations of high risk and low capacity and recurring and protracted crisis.
66 - وتُحثّ الدول الأعضاء، والأمم المتحدة، والمنظمات الإنسانية والإنمائية على مواصلة تفعيل خطة مواجهة الكوارث، وعلى وجه الخصوص في المواقع الشديدة الخطورة والمحدودة القدرات، والتي تتكرر فيها الأزمات أو تطول.

67. The United Nations and humanitarian and development organizations are encouraged to agree on a common understanding of underlying risks, clarify roles and responsibilities according to respective mandates and establish joint objectives and programmes to strengthen coordination and coherence among short-, medium- and long-term activities.
67 - وتُحثّ الأمم المتحدة، والمنظمات الإنسانية والإنمائية على الاتفاق على فهم مشترك للمخاطر الكامنة، وتوضيح الأدوار والمسؤوليات وفقا لولاية كل طرف، وتحديد أهداف مشتركة وبرامج لتعزيز التنسيق والاتساق بين الأنشطة القصيرة والمتوسطة والطويلة الأجل.

74. Member States, the United Nations and humanitarian and development organizations are urged to address displacement and its impact on the poor and marginalized in disaster risk management efforts and strengthen the resilience of people at risk to prevent protracted displacement.
74 - وتُحثّ الدول الأعضاء، والأمم المتحدة، والمنظمات الإنسانية والإنمائية على معالجة التشرد وأثره على الفقراء والمهمّشين في جهود إدارتها لمخاطر الكوارث، وتعزيز قدرة الأشخاص المعرضين للخطر على التكيف، تفاديا للتشرد لفترات طويلة.

67. The United Nations and humanitarian and development organizations are urged to explore ways of further aligning the planning and implementation of humanitarian and development assistance, including through approaches that help identify and implement multisectoral solutions to risks and vulnerabilities.
67 - وتُحث الأمم المتحدة والمنظمات الإنسانية والإنمائية على استكشاف السبل لمواصلة المواءمة بين عملية التخطيط للمساعدة الإنسانية والإنمائية وتنفيذها، بما في ذلك من خلال نهج تساعد على تحديد وتنفيذ حلول متعددة القطاعات لمواجهة المخاطر ومواطن الهشاشة.

68. Member States, the United Nations and humanitarian and development organizations are encouraged to establish partnerships in disaster risk management and work more strategically with a wide array of partners, such as affected people, civil society, local government, the private sector, military actors, academia and the scientific community.

71. Member States, regional organizations, the United Nations and humanitarian and development organizations are encouraged to continue to improve the identification, mapping and analysis of risks and vulnerabilities, including the local impact of future disaster risk drivers and the development and implementation of appropriate strategies and programmes to address them.
71 - وتُشجع الدول الأعضاء والمنظمات الإقليمية والأمم المتحدة والمنظمات الإنسانية والإنمائية على تحسين تحديد المخاطر ومواطن الهشاشة ورسم خرائطها وتحليلها، بما في ذلك الآثار المحلية لمحددات مخاطر الكوارث المستقبلية، ووضع وتنفيذ الاستراتيجيات والبرامج المناسبة للتصدي لها.

72. The United Nations and humanitarian and development organizations are encouraged to support national, subnational and local governments and communities in developing long-term strategies and multi-year operational plans for preparedness that are embedded within disaster risk reduction and resilience strategies.
72 - وتُشجع الأمم المتحدة والمنظمات الإنسانية والإنمائية على مساعدة الحكومات الوطنية ودون الوطنية والمحلية والمجتمعات المحلية على وضع استراتيجيات طويلة الأجل وخطط عمل متعددة السنوات للتأهب، تكون جزءا من استراتيجيات الحد من مخاطر الكوارث وبناء القدرة على الصمود.

76. Member States, the United Nations and humanitarian and development organizations are urged to integrate risk management and the building of resilience to disasters into the post-2015 development agenda and to promote a complementary and coherent approach between that agenda and the post-2015 framework for disaster risk reduction.
76 - وتُحث الدول الأعضاء والأمم المتحدة والمنظمات الإنسانية والإنمائية على إدماج إدارة المخاطر وبناء القدرة على الصمود للكوارث في خطة التنمية لما بعد عام 2015، والتشجيع على اتباع نهج يحقق التكامل والاتساق بين هذه الخطة وإطار عمل ما بعد عام 2015 للحد من مخاطر الكوارث.

16. Calls upon Member States, the United Nations and humanitarian and development organizations to continue to build the capacity at all levels of government and within local organizations and communities to better prepare for hazards and respond to and recover from disasters;
16 - تهيب بالدول الأعضاء والأمم المتحدة والمنظمات الإنسانية والإنمائية أن تواصل العمل على بناء القدرات على جميع المستويات الحكومية وفي المنظمات والمجتمعات المحلية من أجل الاستعداد بشكل أفضل لمواجهة المخاطر والاستجابة للكوارث والتعافي منها؛

14. Calls upon Member States, the United Nations and humanitarian and development organizations to continue to build the capacity at all levels of government and within local organizations and communities to better prepare for hazards and respond to and recover from disasters;
14 - تهيب بالدول الأعضاء والأمم المتحدة والمنظمات الإنسانية والإنمائية أن تواصل العمل على بناء القدرات على جميع المستويات الحكومية وفي المنظمات والمجتمعات المحلية من أجل الاستعداد بشكل أفضل لمواجهة المخاطر والاستجابة للكوارث والتعافي منها؛

(l) Member States, the United Nations and humanitarian and development organizations to improve sharing of information about risks that can lead to humanitarian crises, invest in building the capacity to analyse and communicate such risks and improve mechanisms for joint risk analysis and planning;
(ل) أن تعمل الدول الأعضاء والأمم المتحدة والمنظمات الإنسانية والإنمائية على تحسين تبادل المعلومات بشأن المخاطر التي قد تؤدي إلى وقوع أزمات إنسانية، والاستثمار في بناء القدرات على تحليل المخاطر والإبلاغ عنها وتحسين الآليات المشتركة للتحليل والتخطيط؛

(m) Member States, the United Nations and humanitarian and development organizations to continue to build the capacity of national and sub-national governments, local organizations and communities to better prepare for hazards and respond to and recover from disasters.
(م) أن تواصل الدول الأعضاء والأمم المتحدة والمنظمات الإنسانية والإنمائية العمل على بناء قدرات الحكومات الوطنية ودون الوطنية والمنظمات المحلية والمجتمعات المحلية من أجل تحسين التأهب للأخطار والتصدي للكوارث والتعافي منها.

83. Governments, national and international humanitarian and development organizations and civil society need collectively to promote environments capable of sustaining return or integration.
83 - وتدعو الحاجة إلى قيام الحكومات والمنظمات الإنسانية والإنمائية الوطنية والدولية والمجتمع المدني بالعمل بشكل جماعي من أجل تهيئة بيئات قادرة على المحافظة على العودة أو الاندماج.

56. Member States, the United Nations system and development and humanitarian organizations are encouraged to ensure that appropriate decision-making and coordination mechanisms are in place at local, national, regional and global levels to enable the translation of early warning into timely, effective early action that is supported by commensurate, early disbursement of predictable funding.
56 - تشجيع الدول الأعضاء ومنظومة الأمم المتحدة والمنظمات الإنسانية والإنمائية على ضمان العمل بالآليات المناسبة لصنع القرار والتنسيق على كل من الصعد المحلي والوطني والإقليمي والعالمي بما يتيح ترجمة الإنذار المبكر إلى تحرك مبكر فعال في الوقت المناسب يحظى بما يتناسب معه من صرفٍ مبكر لأموال يمكن التنبؤ بها.
