The Human Rights Council also requested the Secretary-General to bring resolution 16/17 to the attention of all Governments, competent United Nations organs, specialized agencies, international and regional intergovernmental organizations and international humanitarian organizations, to disseminate it as widely as possible and to report on the matter to the Council at its nineteenth session.

Furthermore, the Committee decides, based on the agreement at the third session of the Preparatory Committee for the 2005 NPT Review Conference, which would be applied mutatis mutandis, that specialized agencies and international and regional intergovernmental organizations be invited to make oral presentations to the Committee upon the decision of the Committee, on a case by case basis.

It summarizes contributions and views expressed by Governments, national human rights institutions, intergovernmental and regional organizations as well as NGOs on the possible focus, in terms of target sector or thematic area, of the second phase of the World Programme for Human Rights Education.

It also cooperated with and sought the assistance of United Nations agencies, and regional and intergovernmental organizations such as the Agency for the Safety of Aerial Navigation in Africa, the Central Bank of West African States, ECOWAS, INTERPOL, the Kimberley Process, the United Nations Office on Drugs and Crime, WCO and the World Federation of Diamond Bourses.
