90 - وأردف يقول إنه ينبغي تعديل الجزء الأول من مشروع المادة 10 (واجب الدولة المتأثرة في التماس المساعدة) ليصبح نصها على النحو التالي: " يقع على الدولة المتأثرة، في الحدود التي تتجاوز فيها الكارثة قدراتها الوطنية على الاستجابة، واجبُ التماس المساعدة على النحو المناسب من الدول الأخرى والأمم المتحدة والمنظمات الدولية المختصة الأخرى والمنظمات غير الحكومية ذات الصلة.
