States could help to advance the prevention and protection goals relating to the responsibility to protect by working domestically and internationally to advance the broad and vital mandate of the United Nations High Commissioner for Human Rights, as prescribed in General Assembly resolution 48/141 as well as those of the Human Rights Council, the special rapporteurs and the human rights treaty bodies.
