Recognizing that national legislation on access to environmental information, public participation and access to justice in environmental matters contributes to the achievement of environmental sustainability and to the legal empowerment of citizens, including the poor and marginalized,

At the regional level, Principle 10 has been codified and elaborated in the 1998 United Nations Economic Commission for Europe Convention on Access to Information, Public Participation in Decision-making and access to justice in environmental matters (Aarhus Convention).
وعلى الصعيد الإقليمي تم تقنين وتفصيل المبدأ 10 في اتفاقية لجنة الأمم المتحدة الاقتصادية لأوروبا بشأن فرص الحصول على المعلومات عن البيئة ومشاركة الجمهور في صنع القرارات والوصول إلى العدالة في القضايا البيئية (اتفاقية آرهوس)، لعام 1998.

Its past contribution was acknowledged and it was recognized that without it several major achievements of the Organization would not have materialized (e.g. the Convention on the Rights of the Child, the “landmine treaty”, the International Criminal Court, the ECE Convention on Access to Information, Public Participation in Decision-making and access to justice in environmental matters).
وقد تم الاعتراف بمساهمتها الماضية، واﻹقرار بأنه لولا تلك المشاركة لما أمكن تحقيق عدة إنجازات رئيسية للمنظمة )منها مثلا اتفاقية حقوق الطفل، و " معاهدة اﻷلغام اﻷرضية " ، والمحكمة الجنائية الدولية، واتفاقية اللجنة الاقتصادية ﻷوروبا المتعلقة بالوصول إلى المعلومات والمشاركة العامة في صنع القرارات والوصول إلى العدالة في القضايا البيئية(.

Lastly, the Council took note of the draft guidelines for the development of national legislation on access to information, public participation and access to justice in environmental matters and requested the secretariat to carry out further work on them with a view to their adoption by the Governing Council/Global Ministerial Environment Forum at its next special session.
وأخيراً أخذ المجلس علماً بمشروع المبادئ التوجيهية بشأن وضع التشريعات الوطنية المتعلقة بالحصول على المعلومات والمشاركة العامة، والوصول إلى العدالة في القضايا البيئية. وطلب من الأمانة أن تواصل العمل في صياغة هذه المبادئ بغرض اعتمادها في مجلس الإدارة/المنتدى البيئي الوزاري العالمي في دورته الاستثنائية التالية.

11. A Declaration on the Application of Principle 10 of the Rio Declaration on Environment and Development was signed by 10 countries on the margins of the United Nations Conference on Sustainable Development (Rio+20) with the aim of initiating a formal process to develop a regional instrument or a convention open to all countries for fostering access to information, public participation and access to justice in environmental matters.
11- ووقّعت إعلانَ تطبيق المبدأ 10 من إعلان ريو بشأن البيئة والتنمية() عشرةُ بلدان() على هامش مؤتمر الأمم المتحدة للتنمية المستدامة (ريو +20) بغية إطلاق عملية رسمية لوضع صك أو اتفاقية إقليمية مفتوحة أمام جميع البلدان من أجل تعزيز الحصول على المعلومات ومشاركة الجمهور والوصول إلى العدالة في القضايا البيئية.
