Objective: To enhance substantive support and advice to the Special Committee of 24, the Special Political and Decolonization Committee, the General Assembly and the Secretary-General on policy issues relating to the implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples and the attainment of the goals of the International Decade for the Eradication of Colonialism.
الهدف: تعزيز الدعم الفني والمشورة المقدمين للجنة اﻟ ٤٢ الخاصة، وللجنة المسائل السياسية الخاصـة وإنهاء الاستعمار، والجمعية العامة واﻷمين العام بشأن مسائل السياسة العامة المتعلقة بتنفيذ إعلان منح الاستقلال للبلدان والشعوب المستعمرة وتحقيق أهداف العقد الدولي لتصفية الاستعمار.

6. Reaffirms the responsibility of the United Nations towards the people of Western Sahara, as provided for in the settlement plan, and in this regard fully subscribes to the commitment of the Security Council and the Secretary-General concerning the fulfilment of their respective mandates, consisting of the holding of a free, fair and impartial referendum for self-determination of the people of Western Sahara;
٦ - تؤكد مسؤولية اﻷمم المتحدة إزاء شعب الصحراء الغربية، كما نُص عليها في خطة التسوية، وتؤيد في هذا الشأن تماما التزام مجلس اﻷمن واﻷمين العام بشأن وفاء كل منهما بولايته، التي تتمثﱠل في إجراء استفتاء حر وعادل ونزيه كي يقرر شعب الصحراء الغربية مصيره؛

255. Several delegations referred to the ongoing restructuring of the Secretariat and considered that there should be a more intensive dialogue between Member States and the Secretary-General on the restructuring of United Nations humanitarian activities.
٢٥٥ - وأشارت عدة وفود إلى إعادة تشكيل اﻷمانة العامة الجارية واعتبرت أنه ينبغي أن يجري حوار أشد بين الدول اﻷعضاء واﻷمين العام بشأن إعادة تشكيل اﻷنشطة اﻹنسانية لﻷمم المتحدة.

(b) Holding daily consultations between the Council and the Secretary-General on particularly important issues relating to threats to the security of individual countries, international security and peace throughout the world;
)ب( عقد مشاورات يومية بين المجلس واﻷمين العام بشأن الموضوعات المهمة بصفة خاصة والمتعلقة باﻷخطار التي تهدد أمن فرادى البلدان، واﻷمن والسلم الدوليين في شتى أنحاء العالم؛

Assembly resolutions and decisions, together with the views expressed by individual Member States during its debates, have combined with the reports submitted by the Secretary-General and the statements made on his behalf to make up a true dialogue between the Assembly and the Secretary-General on all aspects of the management of the human resources of the Organization.
وقرارات الجمعية ومقرراتها، إلى جانب اﻵراء التي أعربت عنها فرادى الدول اﻷعضاء في أثناء مناقشاتها، قد تضافرت مع التقارير المقدمة من اﻷمين العام والبيانات التي أدلِي بها نيابة عنه بحيث صار هناك حوار حقيقي بين الجمعية واﻷمين العام بشأن جميع جوانب إدارة الموارد البشرية للمنظمة.

21. Some participants called for the establishment of an expert group comprised of representatives of the people of the Non-Self-Governing Territories, to represent the interests and articulate the needs of their Territories and, to that end, to advise the Committee and the Secretary-General on mechanisms for a successful completion to the decolonization process.
١٢ - ودعا بعض المشاركين إلى إنشاء فريق خبراء يتألف من ممثلي شعوب اﻷقاليم غير المتمتعة بالحكم الذاتي، لتمثيل مصالح أقاليمهم والتعبير عن احتياجاتها، والقيام من أجل تحقيق ذلك، باسداء المشورة إلى اللجنة الخاصة واﻷمين العام بشأن اﻵليات اللازمة لﻹنجاز الناجح لعملية إنهاء الاستعمار.

Further to the decision of the Conference of the Parties to accept the offer of the Government of Germany to host the Convention secretariat at Bonn,1 the Convention secretariat negotiated and signed a headquarters agreement with the Government of Germany and the Secretary-General on 18 August 1998.
٢ - باﻹضافة إلى المقرر الذي اتخذه مؤتمر اﻷطراف بقبول العرض الذي قدمته الحكومة اﻷلمانية استضافة أمانة الاتفاقية في بون)١(، تفاوضت أمانة الاتفاقية مع الحكومة اﻷلمانية واﻷمين العام بشأن اتفاق للمقر ووقعته في ١٨ آب/أغسطس ١٩٩٨.

Council members expressed the view that the United Nations should explore actively ways to support a peaceful solution to the conflict in the Democratic Republic of the Congo. Although no decisions were taken regarding what concrete measures ought to be taken, a dialogue was initiated between the Council and the Secretary-General on ways in which the United Nations could promote peace in the Democratic Republic of the Congo.
ورأى أعضاء المجلس أن على اﻷمم المتحدة - أن تسعى إلى استكشاف السبل اللازمة لدعم حل سلمي للنزاع في جمهورية الكونغو الديمقراطية، وعلى الرغم من عدم صدور أي قرارات بشأن ما ينبغي اتخاذه من تدابير ملموسة، فقد بدأ حوار بين المجلس واﻷمين العام بشأن السبل التي يمكن أن تعمل بها اﻷمم المتحدة على تعزيز السلام في جمهورية الكونغو الديمقراطية.
