وعلى وجه التحديد، اتخذ مجلس اﻷمن ستة عشر قرارا بشأن القدس وأعلن مرارا أن جميع التدابير والترتيبات التي اتخذتها إسرائيل، السلطة القائمة بالاحتلال، بهدف تغيير الوضع القانوني للقدس وتكوينها الديمغرافي وطابعها تعتبر لاغية وباطلة وليست لها أية صلاحية قانونية على اﻹطلاق.

According to the Government, it also violated paragraph 5 of the same resolution, in which the Council determined that all measures taken by Israel to change the physical character, demographic composition, institutional structure or status of Arab territories occupied since 1967 were null and void and with no legal validity.
وترى الحكومة أن الاستحواذ على المياه يشكل أيضاً انتهاكاً للفقرة 5 من القرار نفسه التي قرر فيها المجلس أن جميع التدابير التي تتخذها إسرائيل لتغيير الطابع المادي للأراضي العربية المحتلة منذ عام 1967، أو تغيير تركيبتها السكانية أو هيكلها المؤسسي أو وضعها، هي تدابير لاغية وباطلة وليست صحيحة من الناحية القانونية.

Paragraph 2 reaffirms that all legislative and administrative measures and actions taken by Israel which have altered or purport to alter the character, legal status and demographic composition of Jerusalem and the rest of the occupied Palestinian Territory, including the law adopted recently on 26 January 1999 and the legislation of 27 January 1999, are all null and void and have no validity whatsoever.
وفي الفقرة ٢ تؤكد من جديد أن كل اﻹجراءات واﻷعمال التشريعية واﻹدارية التي اتخذتها إسرائيل، التي تغير أو التي ترمي إلى تغيير الطابع والمركز القانوني والتكوين الديمغرافي للقدس وبقية اﻷراضي الفلسطينية المحتلة، بما في ذلك القانون الصادر مؤخرا بتاريخ ٢٦ كانون الثاني/يناير ١٩٩٩ والتشريع الصادر في ٢٧ كانون الثاني/يناير ١٩٩٩، كلها لاغية وباطلة وليست لها صلاحية على اﻹطلاق.

The Security Council has adopted 16 resolutions regarding the city of Jerusalem, and has repeatedly declared that all measures and arrangements taken by Israel, the occupying Power, including the legislative and administrative ones, which aim at changing the legal status, demographic composition and character of the city, are null and void and without any legal validity whatsoever.
لقد اعتمد مجلس اﻷمن ١٦ قرارا بشأن مدينة القدس، وأعلن مرارا أن جميع التدابير والترتيبات التي اتخذتها إسرائيل، السلطة القائمة بالاحتلال، بما فيها التدابير والترتيبات التشريعية واﻹدارية، التي تهدف إلى تغيير المركز القانوني والتكوين الديموغرافي للمدينة وطابعها، هي تدابير وترتيبات لاغية وباطلة وليست لها أي صحة قانونية أيا ما كانت.

Israel's current conduct flies in the face of Security Council and General Assembly resolutions, particularly Security Council resolutions 252 (1968), 271 (1969), 298 (1971), 478 (1980) and 672 (1990). These resolutions state that any administrative or legislative measures taken by Israel to change the legal status or demographic composition of Jerusalem are null and void and devoid of legal value.
والموقف الراهن يناقض قرارات الجمعية العامة وقرارات مجلس اﻷمن، وبالذات قـــرارات المجلس ٢٥٢ )١٩٦٨( و ٢٧١ )١٩٩٦( و ٢٩٨ )١٩٧١( و ٤٧٨ )١٩٨٠( و ٦٧٢ )١٩٩٠(، التــــي نصت جميعها على أن جميع التدابير واﻹجراءات التشريعية واﻹدارية التي اتخذتها إسرائيل بهدف تغيير المركز القانوني والتركيب الديموغرافي لمدينة القدس لاغية وباطلة وليست لها أية قيمة قانونية.
