146. while noting with appreciation the active participation of non-governmental organizations in issues related to children’s rights, the Committee is concerned that the knowledge and expertise of civil society is not adequately utilized at the present stage of cooperation between the authorities and NGOs, which leads to insufficient participation of NGOs in all stages of implementation of the Convention.

811. while noting with appreciation the intention of the State party to provide for all detained children up to the age of 18 to be held in separate detention facilities - so-called Children Detention Schools - the Committee is deeply concerned that children aged 16 and 17 years are detained in St. Patrick's Institution which is a closed, medium-security detention centre for males aged 18 to 21 years, with no facilities for education.
811- وبينما تلاحظ اللجنة مع التقدير اعتزام الدولة الطرف أن توفر لجميع الأطفال المعتقلين الذين تصل أعمارهم إلى 18 سنة في مرافق اعتقال منفصلة - وهي ما يسمى بمدارس اعتقال الأطفال - تشعر بقلق بالغ من أن الأطفال البالغين 16 و17 سنة يجري اعتقالهم في مؤسسـة St. Patrick وهـو مركز اعتقال مغلق، بمستوى أمن متوسط، لسَجن الذكور الذين تتراوح أعمارهم بين 18 و21 سنة، لا توجد به أي مرافق للتعليم.

435. while noting with appreciation that Travellers/Yenish have been recognized by the State party as a national cultural minority under the Council of Europe's Framework Convention for the Protection of National Minorities, the Committee remains concerned that Travellers, including Yenish, Sinti and Roma, are still subjected to numerous disadvantages and forms of discrimination, particularly in the areas of housing and education.
435- وبينما تلاحظ اللجنة مع التقدير اعتراف الدولة الطرف بالرُّحَّل/اليانيش أقليةً ثقافية وطنية بموجب اتفاقية مجلس أوروبا الإطارية المتعلقة بحماية الأقليات القومية، فإنها تظل قلقة لكون الرُّحَّل، بمن فيهم اليانيش والسنتي والروما، لا يزالون عرضة للعديد من ضروب الحرمان والتمييز، لا سيما في مجال الإسكان والتعليم.

while noting with appreciation the increase in school enrolment rates in minority regions and the various measures adopted to enable access to education for members of ethnic minorities, it reiterates its concern about remaining disparities for ethnic minority children in accessing education, which is often linked to the availability of teaching in Mandarin only (art. 5 (e)).

while noting with appreciation policy measures to integrate children belonging to ethnic minorities including Roma children in mainstream education, inter alia, the Roma assistants and the Roma preschool educational projects as well the Strategy of Education of Roma (2004, 2011), the Committee expresses its concern at the following:
