31- ترحب بإنشاء اللجنة القانونية والدستورية بمقتضى اتفاق آروشا للسلام والولاية المحددة فيه، الموقع في آب/أغسطس 1993، وتحث حكومة رواندا على تزويدها بالدعم اللازم؛

“14. Welcomes and encourages the release of detained persons on humanitarian grounds and urges the Government of Rwanda to establish adequate measures to facilitate the reintegration of released persons into society;

٨ - تلاحظ جوانب التحسن التي طرأت على حالة حقوق اﻹنسان في رواندا منذ الدورة الثالثة والخمسين للجمعية العامة، وتعرب عن قلقها إزاء انتهاكات حقوق اﻹنسان المبلغ عنها وتحث حكومة رواندا على مواصلة التحقيق في تلك الانتهاكات ومحاكمة مرتكبيها؛

" ٧ - ترحﱢب بقرار حكومة رواندا إنشاء لجنة وطنية لحقوق اﻹنسان، وتحث حكومة رواندا على اتخاذ اﻹجراءات المناسبة لتمكين اللجنة من إقامة كيانها كاملا وتبدأ العمل باستقلالية وفقا للمبادئ الدولية المتصلة بإنشاء مؤسسات وطنية تعددية مستقلة لتعزيز وحماية حقوق اﻹنسان؛

" 5. Remains deeply concerned at the continued suffering experienced by the survivors of the genocide and massacres, especially by the most vulnerable persons, and urges the Government of Rwanda and the international community to provide them with the necessary assistance;
" ٥ - تعرب عن استمرار قلقها الشديد إزاء المعانـاة المتواصلـة التي يمتحـن بها الناجون من اﻹبادة الجماعية والمذابح، ولا سيما اﻷشخاص اﻷشد ضعفا، وتحث حكومة رواندا والمجتمع الدولي على تقديم المساعدة الضرورية إليهم؛

Notes the initiative by the Government of Rwanda to regroup scattered rural populations in the country under a programme of villagization in order to facilitate community development infrastructure, and urges the Government of Rwanda to ensure that the human rights and fundamental freedoms of all are respected in the implementation of this programme;
٢٤ - تحيط علما بالمبادرة التي اتخذتها حكومة رواندا ﻹعادة تجميع السكان الريفيين المتفرقين في أنحاء البلد في قراهم، من أجل تيسير تطوير البنية اﻷساسية المحلية، وتحث حكومة رواندا على ضمان احترام حقوق اﻹنسان والحريات اﻷساسية للجميع أثناء تنفيذ هذا البرنامج؛

11- تلاحظ القرائن الدالّة على حدوث تحسن في حالة حقوق الإنسان في رواندا منذ الدورة الأخيرة للجنة، وتعرب عن قلقها إزاء استمرار انتهاكات حقوق الإنسان والقانون الإنساني الدولي، وتحث حكومة رواندا على مواصلة التحقيق في تلك الانتهاكات وملاحقة مقترفيها؛

١٤ - ترحب بإطلاق سراح السجناء من القصﱠر وكبار السن، والسجناء الذين يعانون أمراضا نهائية، والسجنــاء المشتبه فيهـم ذوي الملفات الناقصـة ممن اعتقلوا بزعم اشتراكهم في عمليات إبادة جماعية وغيرها من انتهاكات حقوق اﻹنسان وتشجع على ذلك اﻹطلاق، وتحث حكومة رواندا على وضع التدابير الملائمة لتسهيل إعادة إدماج اﻷشخاص المفرج عنهم في المجتمع؛
