فالفقرة 1 منها تلزم الدول الأطراف بأن تسعى إلى اعتماد وترسيخ وتدعيم نظم لتوظيف المستخدمين المدنيين واستخدامهم واستبقائهم وترقيتهم وإحالتهم على التقاعد.

Conflicts of interest are most directly addressed by the Convention in Article 7, paragraph 4, which provides that each State party shall, in accordance with the fundamental principles of its domestic law, endeavour to adopt, maintain and strengthen systems that promote transparency and prevent conflicts of interest.
