In that connection, it may be relevant to recall that in its resolution 38/14 of 22 November 1973 proclaiming the Second Decade to Combat Racism and Racial Discrimination, the General Assembly charged the Economic and Social Council with coordinating the implementation of the programme and evaluating activities.
ومما يسترعي الذاكرة في هذا اﻹطار، أن الجمعية العامة، التي كانت قد أعلنت في قرارها ٣٨/١٤ المؤرخ في ٢ تشرين الثاني/نوفمبر ١٩٧٣ العقد الثاني لمكافحة العنصرية والتمييز العنصري، رجت من المجلس الاقتصادي والاجتماعي أن يتولى تنفيذ برنامج العمل وتقييم اﻷنشطة المضطلع بها.

7. Calls upon the governing bodies of all United Nations agencies associated with the System-Wide Action Plan to include the issue of drug control in their agendas with a view to examining the need for a mandate on drug control; assessing the activities taken to comply with the Action Plan; and, as appropriate, reporting on how the issue of drug control is taken into account in the relevant programmes;
٧ - تطالب مجالس ادارة جميع وكالات اﻷمم المتحدة المشاركة في خطة العمل على نطاق المنظومة بأن تدرج مسألة مكافحة المخدرات في جداول أعمالها بهدف: دراسة الحاجة لوجود ولاية بشأن مكافحة المخدرات؛ وتقييم اﻷنشطة المضطلع بها للامتثال لخطة العمل؛ وتقديم تقرير، عند الاقتضاء، عن كيفية مراعاة مسائل مكافحة المخدرات في البرامج ذات الصلة؛

)أ( قد ترغب الجمعية العامة في أن تعهد الى المجلس الاقتصادي والاجتماعي أو الى لجنة حقوق اﻹنسان بأن يتحملا، بالتعاون مع اﻷمين العام، مسؤولية تنسيق البرامج وتقييم اﻷنشطة المضطلع بها فيما يتعلق بالعقد الثالث؛

(a) Designate a national body with capacity and authority to coordinate the implementation and evaluation of activities under the Optional Protocol and provide it with all necessary human, technical and financial resources to carry out its mandate at all levels;
(أ) تعيين هيئة وطنية يكون لها من القدرات والسلطات ما يمكّنها من تنسيق وتنفيذ وتقييم الأنشطة المضطلع بها عملاً بالبروتوكول الاختياري ومدّها بكل الموارد البشرية والتقنية والمالية الضرورية كي تنجز المهام التي أوكلت بها على كل الصعد؛

The General Assembly also requested the Economic and Social Council to take charge, with the help of the Secretary-General, of coordinating the implementation of the Programme of Action and of evaluating the activities undertaken during the Second Decade.
وطلبت الجمعية العامة أيضا إلى المجلس الاقتصادي والاجتماعي أن يتولى، بمساعدة من اﻷمين العام، تنسيق تنفيذ برنامج العمل وتقييم اﻷنشطة المضطلع بها خلال العقد الثاني.
