A. The right to seek and receive information

The Special Rapporteur has consistently stated that the right to seek and receive information is not simply a converse of the right to freedom of opinion and expression but a freedom on its own.

In 1999, a State Ordinance on public information passed Parliament, providing every citizen with the right to ask and receive information the Government used to reach certain decisions or prepare legal measures.

This right includes freedom to hold opinions and to receive and impart information and ideas without interference by public authority and regardless of frontiers.
