1. The Parties' border troops (border units) shall develop cooperation in the following areas:

1.5 Exchanging experience in protecting the State border and training border troops (border units);

The border troops (border units) of the Parties shall not use inhuman or rough treatment in dealing with border violators.
تمتنع قوات حرس الحدود )وحدات الحدود( عن الممارسة اللاإنسانية والفظة في التعامل مع منتهكي الحدود.

2. In the night of 28/29 May 1999, the ethnic Albanian terrorist forces opened small-arm and mortar fire from several directions in the border area of the Republic of Albania in an attempt to infiltrate men and matériel over the State border in the zone of responsibility of the border units of Djakovica and Prizren.
٢ - وفي ليلة ٢٨ إلى ٢٩ أيار/ مايو ١٩٩٩، أطلقت القوات اﻹرهابية ذات اﻷصل اﻷلباني نيران اﻷسلحة الخفيفة ومدافع الهاون من عدة اتجاهات من المنطقة الحدودية لجمهورية ألبانيا في محاولة لتسلل اﻷفراد وتسريب العتاد عبر حدود الدولة في دياكوفيتشا وبريزرن الواقعتين في المنطقة الخاضعة لمسؤولية وحدات الحدود.

1.10 They shall strengthen friendly contacts between military personnel of the armed forces and the border troops (border units) in the border area and shall carry out other confidence-building measures agreed upon by the Parties.
١-١٠ تعزيز الصلات الودية بين أفراد القوات المسلحة وقوات حرس الحدود )وحدات الحدود( في منطقة الحدود، وتنفيذ الطرفين لتدابير أخرى لبناء الثقة.

5. Within the limits of a 10-kilometre zone on both sides of the border, the Parties shall not deploy new military units other than border troops (border units).

b.3.1 Strengthening the implementation of the cross-cutting guidelines laid down in the Regional Plan against Organized Crime so that the heads of each country's border units, particularly specialized border units, will maintain contact with their counterparts in other countries to strengthen the implementation of coordinated actions.

I have been instructed by my Government to inform you that, since the beginning of the aggression of the North Atlantic Treaty Organization (NATO) against the Federal Republic of Yugoslavia, the Republic of Albania has stepped up provocations against the border of the Federal Republic of Yugoslavia and the border units of the Army of Yugoslavia.

1. On 28 May 1999, in the afternoon, sporadic small-arm and mortar fire was opened from the region of Mal, peak elevation 1,571, of the border area of the Republic of Albania against the border units of the Army of Yugoslavia in the territory of the Federal Republic of Yugoslavia in the regions of Oplaz and Kosare, peak elevation 1,385, and the village of Ponosevac.
