Thus, the right to self-determination should be exercised under three major conditions: adherence to the principles of democracy, the protection of human rights and the rights of national minorities; recognition of the inviolability of State borders; and the peaceful resolution of disputes.
ولذلك ترى أوكرانيا أن إعمال هذا الحق يقتضي الوفاء بثلاثة شروط أساسية على الأقل، وهي: التمسك بمبادئ الديمقراطية وحماية حقوق الإنسان بوجه عام وحقوق الأقليات القومية بوجه خاص، والاعتراف بحرمة حدود الدول، وحل المنازعات بالوسائل السلمية.

1 - أن يعتمد البيان الصادر عن مجلس الدوما في الجمعية الاتحادية للاتحاد الروسي " فيما يتصـــل بالانتهاكات الصارخــــة لحقوق الإنسان وحقوق الأقليات القومية في جمهورية لاتفيا " .

This new situation, in which security depends not so much on purely military factors as on social stability, on observance of human rights and the rights of national minorities or on access to drinking water, enhances the role of the United Nations, which can draw on unique experience and a wide range of non-military instruments for ensuring security.
وهذه الحالة الجديدة التي لا يعتمد فيها استتباب الأمن على عوامل عسكرية بحتة بقدر ما يعتمد على الاستقرار الاجتماعي وعلى احترام حقوق الإنسان وحقوق الأقليات القومية أو على امكانية الحصول على مياه للشرب، تعزز الدور الذي تضطلع به الأمم المتحدة التي يمكنها بناء على ما لديها من تجربة فريدة وما يتوفر لها من مجموعة كبيرة متنوعة من الأدوات غير العسكرية أن تعمل على ضمان استتباب الأمن.
