The Special Rapporteur recommends that concrete steps be taken to raise awareness among youth about the adverse effects of the ideologies and activities of extremist political parties, movements and groups, including neo-Nazi and skinhead groups and similar extremist ideological movements.
24- ويوصي المقرر الخاص باتخاذ خطوات ملموسة لتوعية الشباب بالآثار السلبية لإيديولوجيات وأنشطة الأحزاب والحركات والجماعات السياسية المتطرفة، بما فيها جماعات النازيين الجدد وحليقي الرؤوس فضلاً عن الحركات الأيديولوجية المتطرفة المماثلة.

15. Turning to his report on the implementation of General Assembly resolution 63/162 (A/64/295), which he had prepared on the basis of information provided by a number of States on the measures taken to combat racist and xenophobic practices, he emphasized the struggle against political extremism, including the extremism of neo-Nazi and skinhead groups.

CoE ECRI recommended that Latvia monitor the situation as regards the presence and activities of right wing extremist and skinhead groups and urged Latvia to make further efforts to adopt a more comprehensive approach to the phenomenon of racist violence, that does not focus exclusively on the promotion of tolerance and which includes the implementation of criminal law provisions aimed at combating racist violence.
