(a) actively support, as agreed, individually or jointly, the efforts of affected developing country Parties, particularly those in Africa, and the least developed countries, to combat desertification and mitigate the effects of drought;
)أ( أن تدعم بنشاط، حسبما يُتفق عليه، منفردة أو مجتمعة، جهود اﻷطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا، وأقل البلدان نموا، في مكافحة التصحر وتخفيف آثار الجفاف؛

7. The full implementation by affected developing country Parties, particularly those in Africa, of their obligations under the Convention will be greatly assisted by the fulfilment by developed country Parties of their obligations under the Convention, including in particular those regarding financial resources and transfer of technology.
٧- إن قيام اﻷطراف من البلدان المتقدمة بالوفاء بالتزاماتها بموجب الاتفاقية، بما في ذلك بوجه خاص الالتزامات المتعلقة بالموارد المالية ونقل التكنولوجيا، سيساعد كثيرا على تحقيق التنفيذ الكامل من جانب اﻷطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا، لالتزاماتها بموجب الاتفاقية.

In fulfilling their obligations, developed country Parties should take fully into account that economic and social development and poverty eradication are the first priorities of affected developing country Parties, particularly those in Africa. Article 21
وينبغي لﻷطراف من البلدان المتقدمة، عند الوفاء بالتزاماتها، أن تضع في الحسبان بالكامل أن التنمية الاقتصادية والاجتماعية واستئصال شأفة الفقر هما اﻷولويتان اﻷوليان لﻷطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا.

1. The Conference of the Parties shall promote the availability of financial mechanisms and shall encourage such mechanisms to seek to maximize the availability of funding for affected developing country Parties, particularly those in Africa, to implement the Convention.
١- يعزز مؤتمر اﻷطراف إتاحة اﻵليات المالية ويشجع هذه اﻵليات على أن تسعى إلى أن تزيد إلى أقصى حد من توافر التمويل لﻷطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا، بغية تنفيذ الاتفاقية.

In fulfilling their obligations, developed country Parties should take fully into account that economic and social development and poverty eradication are the first priorities of affected developing country Parties, particularly those in Africa.
وينبغي لﻷطراف من البلدان المتقدمة، عند الوفاء بالتزاماتها، أن تضع في الحسبان بالكامل أن التنمية الاقتصادية والاجتماعية واستئصال شأفة الفقر هما اﻷولويتان اﻷوليان لﻷطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا.

7. The full implementation by affected developing country Parties, particularly those in Africa, of their obligations under the Convention will be greatly assisted by the fulfilment by developed country Parties of their obligations under the Convention, including in particular those regarding financial resources and transfer of technology.
٧ - مما سيساعد كثيرا على تحقيق التنفيذ الكامل من جانب اﻷطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا، لالتزاماتها بموجب الاتفاقية قيام اﻷطراف من البلدان المتقدمة بالوفاء بالتزاماتها بموجب الاتفاقية، بما في ذلك بوجه خاص الالتزامات المتعلقة بالموارد المالية ونقل التكنولوجيا.

1. The Conference of the Parties shall promote the availability of financial mechanisms and shall encourage such mechanisms to seek to maximize the availability of funding for affected developing country Parties, particularly those in Africa, to implement the Convention.
١ - يعزز مؤتمر اﻷطراف إتاحة اﻵليات المالية ويشجع هذه اﻵليات على أن تسعى إلى أن تزيد إلى أقصى حد من توافر التمويل لﻷطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا، بغية تنفيذ الاتفاقية.

(b) provide substantial financial resources and other forms of support to assist affected developing country Parties, particularly those in Africa, effectively to develop and implement their own long-term plans and strategies to combat desertification and mitigate the effects of drought;
)ب( أن تقدم موارد مالية كبيرة، وأشكال دعم أخرى لمساعدة اﻷطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا، على أن تضع وتنفذ بفعالية الخطط والاستراتيجيات الطويلة اﻷجل الخاصة بها لمكافحة التصحر وتخفيف آثار الجفاف؛

2. Article 21 of the Convention provides that " the Conference of the Parties shall promote the availability of financial mechanisms and shall encourage such mechanisms to seek to maximize the availability of funding for affected developing country Parties, particularly those in Africa, to implement the Convention. "
2- وتقضي المادة 21 من الاتفاقية بأن " يعزز مؤتمر الأطراف إتاحة الآليات المالية ويشجع هذه الآليات على أن تسعى إلى أن تزيد إلى أقصى حد من توافر التمويل للأطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا، بغية تنفيذ الاتفاقية " .

Article 21 of the Convention provides that " the Conference of the Parties shall promote the availability of financial mechanisms and shall encourage such mechanisms to seek to maximize the availability of funding for affected developing country Parties, particularly those in Africa, to implement the Convention " .
2- أما المادة 21 من الاتفاقية فتنص على أن " يعزز مؤتمر الأطراف إتاحة الآليات المالية ويشجع هذه الآليات على أن تسعى إلى أن تزيد إلى أقصى حد من توافر التمويل للأطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا، بغية تنفيذ الاتفاقية " .

2. In the provision by developed country Parties of different forms of assistance under the terms of article 6, priority shall be given to supporting, as agreed, national, subregional and regional action programmes of affected developing country Parties, particularly those in Africa, either directly or through relevant multilateral organizations or both.
٢- عند تقديم المساعدة بأشكالها المختلفة من جانب اﻷطراف من البلدان المتقدمة بموجب أحكام المادة ٦، تُعطى اﻷولوية للقيام، حسبا يُتفق عليه، بدعم برامج العمل الوطنية ودون الاقليمية والاقليمية لﻷطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا، إما بصورة مباشرة أو عن طريق المنظمات المتعددة اﻷطراف ذات الصلة أو كليهما.

(b) Give due priority and attention within the governing bodies of multilateral financial institutions, facilities and funds, including regional development banks and funds, to supporting affected developing country Parties, particularly those in Africa, in activities which advance implementation of the Convention, notably action programmes they undertake in the framework of regional implementation annexes; and
)ب( إيلاء ما ينبغي من اﻷولوية والاهتمام داخل مجالس إدارة المؤسسات والمرافق والصناديق المالية المتعددة اﻷطراف، بما في ذلك مصارف وصناديق التنمية الاقليمية، لدعم اﻷطراف من البلدان النامية المتأثرة وخاصة الموجود منها في أفريقيا، في الاضطلاع بأنشطة تنهض بتنفيذ الاتفاقية، ولا سيما برامج العمل التي تضطلع بها في إطار مرفقات التنفيذ الاقليمية؛
