١٦٨ - صدقت نيوزيلندا على الاتفاقية في ١٠ كانون اﻷول/ ديسمبر ١٩٨٩ وقدمت إعلانات اعترفت فيها باختصاص لجنة مناهضة التعذيب في تسلم ودراسة البلاغات المقدمة وفقا للمادتين ٢١ و ٢٢ من الاتفاقية.

4. To the same end, and in accordance with applicable international instruments and procedures, everyone has the right, individually and in association with others, to unhindered access to and communication with international bodies with general or special competence to receive and consider communications on matters of human rights and fundamental freedoms.
٤ - وتحقيقا للغايــة نفسها، يحق لــكل شخص، بمفرده وبالاشــتراك مع غيره، وفقا للصكوك واﻹجــراءات الدولية المنطبقة، الوصول دون عــائق إلى الهيئات الدولية المختصة اختصاصا عاما أو محددا بتلقي ودراسة البلاغات المتعلقة بمسائل حقوق اﻹنسان والحريات اﻷساسية، والاتصال بهذه الهيئات.

4. Finally, the Committee considered that, as argued by the State party, its competence to receive and consider communications under article 14 of the Convention is not limited to complaints alleging a violation of one or more of the rights set forth in article 5 (paragraph 10.6 of the Opinion).

29. The Optional Protocol to the International Covenant on Civil and Political Rights entered into force on 22 September 1994; thus, the Republic of Latvia recognizes the competence of the Human Rights Committee to receive and consider communications from individuals who claim to be victims of a violation by the State of the human rights set forth in the Covenant.
29- وبدأ سريان البروتوكول الاختياري للعهد الدولي الخاص بالحقوق المدنية والسياسية في 22 أيلول/سبتمبر 1994. وهكذا، اعترفت جمهورية لاتفيا باختصاص اللجنة في مجال قبول ودراسة البلاغات المقدمة من الأفراد الذين يزعمون أنهم ضحية انتهاك الدولة لحقوق الإنسان الواردة في العهد.

72. To enable victims to avail themselves of the remedy provided under article 14 of the Convention and to allow the Committee to develop comprehensive jurisprudence on the provisions of the Convention, it is essential that more States parties make the declaration under article 14 of the Convention recognizing the competence of the Committee to receive and consider communications.
72- ولتمكين الضحايا من الاستفادة من سبل الانتصاف المنصوص عليها في المادة 14 من الاتفاقية والسماح للجنة بإرساء قواعد فقهية شاملة فيما يتصل بأحكام الاتفاقية، لا بد من أن يُصدر عدد أكبر من الدول الأطراف الإعلان المنصوص عليه في المادة 14 من الاتفاقية للاعتراف باختصاص اللجنة في تلقي ودراسة البلاغات.

2. France attached to its signature a declaration formulated on 9 December 2008 to the effect that it recognizes, in accordance with articles 31 and 32 of the Convention, the competence of the Committee on Enforced Disappearance to receive and consider communications from or on behalf of individuals or from a State party, claiming that France has not fulfilled its obligations under the Convention.
2- وقد أرفقت فرنسا توقيعها على الاتفاقية بالإعلان الصادر في 9 كانون الأول/ديسمبر 2008 الذي تقر بموجبه، وفقاً لأحكام المادتين 31 و32 من الاتفاقية، باختصاص اللجنة المعنية بالاختفاء القسري في تلقي ودراسة البلاغات الفردية والحكومية التي يُدعى فيها أن فرنسا لم تف بالتزاماتها بموجب الاتفاقية.
